SUBJECT
Consider adoption of an ordinance of the City of Denton, a Texas home-rule municipal corporation,
authorizing the City Manager to execute a contract with GWB Enterprises, LLC dba Clean & Green Car
Wash, for vehicle washing and detailing services for the Fleet Services Department; providing for the
expenditure of funds therefor; and providing an effective date (RFP 8470 – awarded to GWB Enterprises,
LLC dba Clean & Green Car Wash, for one (1) year, with the option for four (4) additional one (1) year
extensions, in the total five (5) year not-to-exceed amount of $500,000.00).

INFORMATION/BACKGROUND
This request is for automotive exterior wash and interior detailing services for the City of Denton vehicles.
This contract assists in maintaining a positive image to citizens, and keeping the vehicle assets well-
manicured during their use to help retain their value when later auctioned at the end of their useful life. This
service contract is critical to maintaining the appearance of approximately 800 city vehicles until the units
reach the end of their useful life. The City’s previous three-year contract included $135,852 of expenses for
car washing services.
Request for Proposals was sent to 77 prospective suppliers of this item, including nine (9) Denton firms. In
addition, specifications were placed on the Procurement website for prospective suppliers to download and
advertised in the local newspaper. Three (3) proposals were received and evaluated based upon published
criteria including schedule, compliance with specifications, probable performance, and price. Based upon
this evaluation, GWB Enterprises, LLC dba Clean & Green Car Wash was ranked the highest and
determined to be the best value for the City.

one (1) year extensions, in the total five (5) year not-to-exceed amount of $500,000.

ESTIMATED SCHEDULE OF PROJECT
This is an initial one (1) year contract with options to extend the contract for four (4) additional one (1) year
periods, with all terms and conditions remaining the same.
FISCAL INFORMATION
These services will be funded using the Fleet Services operating budget. Requisitions will be entered on an
as-needed basis. The budgeted amount for this item is $500,000.The City will only pay for services rendered
and is not obligated to pay the full contract amount unless needed.
