SUBJECT
Consider adoption of an ordinance of the City of Denton, a Texas home-rule municipal corporation,
authorizing the City Manager to execute a contract with FarrWest Environmental Supply, Inc., through the
Buy Board Cooperative Purchasing Network Contract # 718-23, for a gas identification system for the Fire
Department; providing for the expenditure of funds therefor; and providing an effective date (File 8529 –
awarded to FarrWest Environmental Supply, Inc., in the not-to-exceed amount of $58,800.00).

INFORMATION/BACKGROUND
The City of Denton operates a Type 1 Hazardous Materials Response Team. The purchase of a gas
identification system will upgrade the chemical detection equipment to increase the speed of chemical
agents and maintain the Type 1 Hazardous Materials status. Upgrading to the Redwave XplorIR detector
provides positive identification of gases and vapors in real-time.
This purchase will provide for the continued safe and efficient response of the Hazardous Materials
Response Team to incidents in the region and beyond. The Hazardous Materials Response Team operated
by the City of Denton responds to incidents not only in the North Central Texas region, but also in other
areas of North Texas, and where requested by State and Federal authorities. The proposed purchase of
detection equipment will allow for the more efficient identification of chemical, biological, radiological,
and explosive hazards.
Pricing obtained through the Buy Board Cooperative Purchasing Network has been competitively bid and
meets the statutory requirements of Texas Local Government Code 271.102.
PRIOR ACTION/REVIEW (COUNCIL, BOARDS, COMMISSIONS)
On February 1, 2005, City Council approved the interlocal agreement with the Buy Board Cooperative
Purchasing Network (Ordinance 2005-034).
On June 6, 2023, City Council ratified the submission of an application to the State of Texas, Office of the
Governor, 2023 Urban Area Security Initiative (UASI) grant program funded through the US Department

of Homeland Security in the amount of $73,087.86 for hazardous material detection equipment. Grant funds
were awarded on September 26, 2023.
RECOMMENDATION
Award a contract with FarrWest Environmental Supply, Inc. for the purchase of a gas identification system
for the Fire Department, in a not-to-exceed amount of $58,800.

ESTIMATED SCHEDULE OF PROJECT
This project will be started upon approval with a completion date of September 30, 2024. This Buy Board
contract expires on November 30, 2026.
FISCAL INFORMATION
This item will be funded from 2023 UASI Hazmat Detection Grant account 342050.8535. Requisition
#164315 has been entered into the Purchasing software system in the amount of $58,800. The budgeted
amount for this item is $58,800.
