SUBJECT
Consider adoption of an ordinance of the City of Denton, a Texas home-rule municipal corporation,
authorizing the City Manager to execute a contract with W Watertech Services, Inc., for the Ray Roberts
Water Treatment Plant (RRWTP) Chain and Flight Equipment Package for the Water Utilities Department,
which is the sole provider of this commodity, in accordance with Texas Local Government Code 252.022,
which provides that procurement of commodities and services that are available from one source are exempt
from competitive bidding, and if over $50,000, shall be awarded by the governing body; providing for the
expenditure of funds therefor; and providing an effective date (File 8356 – awarded to W Watertech
Services, Inc., in the not-to-exceed amount of $785,000.00).

INFORMATION/BACKGROUND
The Ray Roberts Water Treatment Plant (RRWTP) was constructed and placed into service in 2002, with
a capacity of 20 million gallons per day (MGD). Since the in-service date, the facility has received no major
maintenance or upgrades, and numerous components are reaching their design life and need replacement or
repair. Water Utilities staff engaged Freese and Nichols to prepare a Preliminary Design Report to evaluate
the condition of equipment, structures, and processes at the RRWTP and make recommendations for work
to be included in a Capacity Rerate and Performance Improvement Project.
This contract is for the chain and flight machinery, which has been identified to be replaced in the RRWTP
Capacity Rerate and Performance Improvement Project. The contract purchases the equipment before the
beginning of the project to absorb delivery lead times and to provide replacement parts in the case of an
emergency repair. The chain and flight system is the initial component used in the solids handling process.
Solids removal is critical to quality water treatment, which provides safe potable water for our city,
customers, and the community.
Section 252.022 of the Local Government Code provides that procurement of sole source commodities and
services are exempt from competitive bidding, if over $50,000, shall be awarded by the governing body.
PRIOR ACTION/REVIEW (COUNCIL, BOARDS, COMMISSIONS)
On May 6, 2024, this item will be presented to the Public Utilities Board (PUB) for consideration.

RECOMMENDATION

The equipment is expected to be delivered within 20-23 weeks after approval.
FISCAL INFORMATION
These items will be funded from the Water Utilities account number 630472517.1355.40100. Requisition
#163499 has been entered into the Purchasing software system in the amount of $785,000. The budgeted
amount for this item is $785,000.
