SUBJECT
Consider adoption of an ordinance of the City of Denton, a Texas home-rule municipal corporation,
authorizing the approval of a first amendment to a contract between the City of Denton and RS Welding,
LLC, amending the contract approved by City Council on November 5, 2019, in the not-to-exceed amount
of $1,400,000.00; said first amendment to continue to provide welding services for the Facilities
Management Department; providing for the expenditure of funds therefor; and providing an effective date
(IFB 7132 – providing for an additional first amendment expenditure amount not-to-exceed $350,000.00,
with the total contract amount not-to-exceed $1,750,000.00).

INFORMATION/BACKGROUND
In November 2019, Rockstar Welding LLC was awarded the contract for welding services. This included
welding and fabrication repairs, retrofitting, construction, and custom fabrication of City facilities and
properties for all City departments. The City has multiple locations with wrought iron/ornamental fencing,
gates, metal awnings, roofs, and walls. The use of this contract will range from design fabrication of
requested components and parts to assistance with emergency repairs, and small scheduled projects on an
as-needed basis. Currently, this contract is reaching the spend that was approved by City Council. Since
contract adoption, the average spend for each month of utilization has been approximately $38,000. To
continue contracting for welding services through the contract term, which expires in November 2024,
Facilities is requesting to amend the existing contract for an additional $350,000.00 until a new solicitation
can be issued and a contract awarded.
On January 14, 2020, Purchasing executed an Assignment of Contract as Rockstar Welding LLC sold all
assets to RS Welding, LLC.
PRIOR ACTION/REVIEW (COUNCIL, BOARDS, COMMISSIONS)
On November 5, 2019, City Council approved a contract with Rockstar Welding, LLC, in the not-to-exceed
amount of $1,400,000 (Ordinance 19-2580).

Award Amendment No. 1 with RS Welding LLC, to continue to provide welding services for the Facilities
Management Department, in a not-to-exceed amount of $350,000, for a total amended contract amount of
$1,750,000.

These services will be funded from the Facilities Management operating budget account 880200.6545.
Requisitions will be entered into the Purchasing software system on an as-needed basis. The total amended
amount of this contract is $1,750,000.
