SUBJECT
Consider adoption of an ordinance of the City of Denton, a Texas home-rule municipal corporation,
authorizing the City Manager to execute a Professional Services Agreement with Peloton Land Solutions,
Inc., for the design of the McKinney Sidewalks Project for the Capital Projects Department; providing for
the expenditure of funds therefor; and providing an effective date (RFQ 7599-016 – Professional Services
Agreement for design services awarded to Peloton Land Solutions, Inc., in the not-to-exceed amount of
$602,786.25).

INFORMATION/BACKGROUND
The McKinney Sidewalks Project is located on the south side of McKinney Street between Audra Lane and
Loop 288. The proposed project design was conceived to upgrade existing pedestrian access and lighting
on the south side of McKinney Street. The project scope consists of 6,500 LF (1.23 miles) of 10-foot
sidepath including paving, grading, pedestrian bridge, illumination, and minor stormwater improvements.
Statements of Qualifications were sent to the City’s prequalified list of engineers requesting experience
designing projects using illumination. Upon ranking the received information, staff found Peloton Land
Solutions, Inc. to have the most relevant experience and has current sidewalk and illumination work in
progress in Texas. Based on Peloton Land Solutions’s knowledge, project team experience, and availability,
the staff has selected them as the best choice for the McKinney Sidewalks design.
Request for Qualifications for professional engineering services was solicited using the City’s formal
solicitation process. City Council approved a pre-qualified list of engineering firms on May 18, 2021
(Ordinance 21-894).
PRIOR ACTION/REVIEW (COUNCIL, BOARDS, COMMISSIONS)
On May 18, 2021, City Council approved RFQ 7599 for a prequalified list of professional engineering firms
(Ordinance 21-894).

RECOMMENDATION
Award a contract with Peloton Land Solutions, Inc., for the design of the McKinney Sidewalks Project for
the Capital Projects Department, in a not-to-exceed amount of $602,786.25.

These services will be funded from STREETS/TRAFFIC C.O. account 250130402. Requisition #163897
has been entered into the Purchasing software system in the amount of $602,786.25. The budgeted amount
for this item is $602,786.25.
