Exhibit 1 - Agenda Information SheetCity of Denton _____________________________________________________________________________________ AGENDA INFORMATION SHEET DEPARTMENT: Procurement ACM: Cassey Ogden DATE: May 21, 2024 SUBJECT Consider adoption of an ordinance of the City of Denton, a Texas home-rule municipal corporation, authorizing the City Manager to approve a pre-qualified professional services list of architectural firms for professional architectural services for various vertical capital infrastructure-related projects within the City of Denton; and providing an effective date (RFQ 8376 – for a two (2) year, with the option for one (1) additional one (1) year extension, in the total three (3) year term). INFORMATION/BACKGROUND To expedite capital project delivery and to reduce staff time and City resources, the Capital Projects Department advertised a request for qualifications (RFQ) relating to specialized professional services in several architectural related disciplines. On January 14, 2024, an RFQ was advertised for professional services in ten (10) categories including Historic Preservation, Offices (Renovation, Additions, New), Fire Stations, Fleet Maintenance Facilities, Parks & Recreation & Aquatics Facilities, Libraries, Airport Facilities, Pre-Engineered Metal buildings, Police Department Facilities, and Site Master Planning. Statements of Qualification (SOQs) were received from thirty-four (34) architectural consultants before the submittal deadline of February 14, 2024. The RFQ process involved the review of the 34 SOQs and the scoring of each firm for the categories submitted. This process ensures that not only are all consultants reviewed fairly and based on criteria spelled out to each consultant in the original RFQ, but it also ensures that the City can use this RFQ process for consultant selection and contract negotiation regardless of the project funding source (i.e. Utilities Capital Investment Plan, grant funding, bond funding, etc.). The goal of the City of Denton’s pre-qualified architectural design list would be to provide a list of approved architecture firms from which Capital Projects, Facilities, and other City departments can evaluate for specific projects. A ranking of the pre-qualified vendors in the project category will be performed for every project using the list. The City will then negotiate scope and price with the highest-ranked firm. If the City and the firm cannot agree on the overall amount, the City moves on to the next firm to gain the best possible contract for the City and the project. Any firm pre-qualified under this RFQ is eligible to receive contracts for professional services following the negotiation and award process, including City Council and Public Utilities Board consideration (where applicable). It is intended that this method of qualifying engineering firms for current and future capital project delivery will be repeated every three (3) years and is eligible for use by any City of Denton departments and divisions when these services are required. City Hall 215 E. McKinney Street Denton, Texas www.cityofdenton.com Request for Qualifications (RFQ) for professional engineering services was sent to 860 prospective firms, including 30 Denton firms, for these services. In addition, the RFQ was placed on the Procurement website for prospective respondents to download and advertised in the local newspaper. Thirty-four (34) statements of qualifications (SOQ) were received. The SOQs were evaluated based on published criteria, including experience and qualifications of the firm, past performance and experience on projects, and proposed personnel staff. The top, up to, 10 firms scoring 80 or higher in a given category were placed on the pre-qualified list for that respective work category.
