Exhibit 1 - Agenda Information SheetCity of Denton _____________________________________________________________________________________ AGENDA INFORMATION SHEET DEPARTMENT: Procurement ACM: Cassey Ogden DATE: June 18, 2024 SUBJECT Consider adoption of an ordinance of the City of Denton, a Texas home-rule municipal corporation, authorizing the City Manager to execute a Professional Services Agreement with Kimley-Horn and Associates, Inc., for the Vision Zero Phase II Implementation Plan for the Development Services Department as set forth in the contract; providing for the expenditure of funds therefor; and providing an effective date (RFQ 8430 – Professional Services Agreement for implementation services awarded to Kimley-Horn and Associates, Inc., in the not-to-exceed amount of $190,000.00). STRATEGIC ALIGNMENT This action supports Key Focus Area: Support Healthy and Safe Communities. INFORMATION/BACKGROUND Vision Zero asserts that no one should be killed or suffer lifelong injuries from a roadway crash. In 2022, the United States Department of Transportation released its National Roadway Safety Strategy, which endorsed zero fatalities as the national goal. Underlying Vision Zero is the Safe System Approach: To get to zero, transportation and safety professionals must work together to achieve intentional solutions for safer roads, safer road users, safer speeds, safer vehicles, and post-crash care. The City of Denton has recently completed Vision Zero Phase I, which aims to reduce the number of crash- related fatalities in the City to zero. The City’s Vision Zero initiative, Vision Zero Denton, states that “no one should be killed or suffer lifelong injuries because of a roadway crash” and pivots on the idea that the city’s transportation system should be focused on protecting human life over all else. Denton’s Vision Zero Phase I planning process assessed the City’s safety programs across departments to identify opportunities for alignment with the Vision Zero framework. This assessment clarifies and prioritizes safety throughout the City, allowing us to “hit the ground running” as we implement safety projects in the future. Achieving Vision Zero is complex, and the elements may vary by the core region; the best practices generally organize the program into the ten core elements for Vision Zero Communities that converge on three key aspects, including Leadership and Commitment, Safe Roadways and Safe Speeds, and Data-Driven Approach with Transparency and Accountability. These core elements were discussed with Denton’s stakeholders during meetings, workshops, and surveys during the Vision Zero Phase I stage. The input gathered resulted in practical actions to establish City policies, programs, and projects to impact severe crashes. City Hall 215 E. McKinney Street Denton, Texas www.cityofdenton.com This project aims to prepare the Vision Zero Phase II – Implementation Plan. Vision Zero Phase II is the City of Denton’s strategy to eliminate all traffic fatalities and severe injuries, mainly focusing on cyclists and pedestrians while increasing safe, healthy, and equitable mobility for all residents and road users by 2040. The need for the project stems from the frequency of crashes. The crash data from the Texas Department of Transportation states that from January 2019 to November 2022, Denton saw 13,456 crashes and 55 fatal crashes. Of those, 339 were pedestrian and cyclist crashes. Four of the pedestrian and cyclist crashes were fatal, 40 included a suspected minor injury, and 16 had a suspected severe injury. The objective of procuring the services of a consultant is to help ensure the safety of the Citizens of Denton. The project will be focused on planning and strategizing an implementation of Vision Zero that helps reduce crash- related fatalities to zero. In particular, the project will reduce pedestrian, bicyclist, micro-mobility, and other active transportation mode users’ fatalities to zero by making our streets, shared-use paths, and sidewalks safe for the users. The key to achieving Vision-Zero Phase II objectives is forming a collective approach that identifies the tasks for implementation. The study will focus on the following functions within the project framework identified in the scope of work: 1. Educate the City of Denton leadership, staff, residents, and stakeholders on Vision Zero fundamentals and Implementation elements; conduct Community and Stakeholder engagement workshops to get direct feedback [in person and online] and incorporate it into the Vision Zero phase II effort. 2. Review the City’s organizational structure concerning Vision Zero fundamentals and the Vision Zero Denton planning process and recommend changes to align with the Phase I fundamentals and the Phase II implementation process. 3. Review existing City processes for resident petition-based traffic calming (block by block basis generally) and make recommendations for any modifications and how Vision Zero can augment this existing process for evaluating more neighborhood traffic issues 4. Evaluate how enforcement, in collaboration with the Police Department and other relevant local and state agencies, can be best used to achieve a successful Vision Zero Implementation. This should include recommending changes to police enforcement methods, regulations, codes, policies, etc., to achieve the objectives. 5. Integrate the Vision Zero Implementation Plan with the existing mobility plan, ADA transition plans, development codes, transportation element of the comprehensive plan, and special restrictions in transportation policies and procedures (bike plans, complete streets policy, safe routes to school, etc.) 6. Establish and foster a safety culture throughout the process and collaborate with diverse road safety stakeholders, including community engagement at open houses to incorporate their experiences and needs per the census, a focus on low —to moderate-income and multi-family areas will ensure an equitable public engagement process. 7. Use a data-driven process to assess the City of Denton’s traffic safety situation using Big data mining on traffic flow characteristics, cyclist and pedestrian flows, and crash data. 8. Build a shared understanding of challenges and impactful opportunities. Develop a decisive action (implementation) plan, including performance measures, targets, strategies, and countermeasures. 9. Develop priorities and budget-level estimates for the implementation plan. Strategize what mitigation measures must be implemented in order of importance. 10. Present draft and final plan to citizen advisory commissions and City Council/Leadership for review, input, and final approval. Request for Qualifications (RFQ) for professional surveying services was sent to 872 prospective firms, including 25 Denton firms, for these services. In addition, the RFQ was placed on the Procurement website for prospective respondents to download, and advertised in the local newspaper. Three (3) statements of qualifications (SOQ) were received. The SOQs were evaluated based on published criteria including understanding Denton culture, qualification & capacity, team and project experience, and project approach. Based upon this evaluation, the recommended award is to Kimley-Horn and Associates, Inc., and is determined to be the most qualified firm for the City.
