Exhibit 1 - Agenda Information SheetCity of Denton _____________________________________________________________________________________ AGENDA INFORMATION SHEET DEPARTMENT: Procurement ACM: Cassey Ogden DATE: August 20, 2024 SUBJECT Consider adoption of an ordinance of the City of Denton, a Texas home-rule municipal corporation, authorizing the City Manager to execute a Construction Manager at Risk contract with Core Construction Services of Texas, Inc., for pre-construction services of the Fire Station No. 5 & 6 project for the Capital Projects and Fire Departments; providing for the expenditure of funds therefor; and providing an effective date (RFP 8559 – awarded to Core Construction Services of Texas, Inc., in the not-to-exceed amount of $40,000.00). STRATEGIC ALIGNMENT This action supports Key Focus Area: Support Healthy and Safe Communities. INFORMATION/BACKGROUND The Fire Department continues to see an increase in the overall call for service volume. Data and response trends allow staff to predict the workload of future years. Staff ran a response analysis and compared call response times based on National Fire Protection Association Standard 1710, Standard for the Organization and Deployment of Fire Suppression Operations, Emergency Medical Operations, and Special Operations to the Public by Career Fire Departments. The new Fire Stations will address extended response times, as well as assist with the coverage of the western portion of the city. Voters approved the replacement of Fire Stations No. 5 & 6 in Proposition D of the 2023 Bond Program. Construction Manager at Risk (CMAR) The Construction Manager at Risk (CMAR) is a delivery method that entails a commitment by the Construction Manager (CM) to deliver the project within a Guaranteed Maximum Price (GMP), which is based on the scope of Work defined on the Construction Documents. Construction Manager at Risk Advantages: • More collaborative construction delivery process • Assists with value engineering, cost estimating, and constructability review. • Method assists with the acceleration of the construction schedule & avoids marketplace issues. Project Team The project team was finalized with the addition of the CMAR. • Owner: City of Denton • Architect: Martinez Architects LP • CMAR: Core Construction Services of Texas, Inc. • Project Management Consultant: HPM The purpose of this contract is for Core Construction to provide design phase services including input on the constructability of the design as it is developed in collaboration with the City of Denton, and the proposed design professional engineer, Martinez Architects, LP. After the design is finalized, staff will request City Council to approve a subsequent contract with Core Construction Services of Texas, Inc., for Construction phase services of Fire Station 5 & 6. Request for Proposals was sent to 617 prospective suppliers, including 42 Denton firms of this item. In addition, specifications were placed on the Procurement website for prospective suppliers to download and advertised in the local newspaper. Ten (10) proposals were received, references were checked, and proposals were evaluated based upon published criteria including cost proposal and technical proposal/interview. Based upon this evaluation, Core Construction Services of Texas, Inc., was ranked the highest and determined to be the best value for the City. Frisco, TX SUSTAINABILITY MEASURES New building construction and renovations focus on Energy Conservation and Efficiency including the pursuit of renewable technologies, energy conservation, and adherence to the International Energy Conservation Code (IECC). ESTIMATED SCHEDULE OF PROJECT This project will be started upon approval with construction beginning in Q2 of 2025 and a completion date in Q3 of 2026. FISCAL INFORMATION These services will be funded from 2023 Bond funds from Fire Station #5 & Fire Station #6 account 250134475 & 100392475. Requisition #165733 has been entered into the Purchasing software system in the amount of $40,000 The budgeted amount for this item is $40,000. The Estimate at Completion for this project is $31,000,000.
