Exhibit 1 - Agenda Information SheetCity of Denton _____________________________________________________________________________________ AGENDA INFORMATION SHEET DEPARTMENT: Procurement ACM: Cassey Ogden DATE: August 20, 2024 SUBJECT Consider adoption of an ordinance of the City of Denton, a Texas home-rule municipal corporation, authorizing the City Manager to execute a Professional Services Agreement with Hance Scarborough, LLP, for state legislative consultation services for the City of Denton as set forth in the contract; providing for the expenditure of funds therefor; and providing an effective date (RFQ 8580 – Professional Services Agreement for consultation services awarded to Hance Scarborough, LLP, for two (2) years, with the option for one (1) additional two (2) year extension, in the total four (4) year not-to-exceed amount of $369,600.00). INFORMATION/BACKGROUND The Texas Legislature and its biannual sessions are important for the City of Denton, as they shape the City's future trajectory and address its pressing needs. During these sessions, key decisions that directly impact Denton's residents, businesses, and overall community well-being are made. The allocation of state and federal resources, the passage of legislation affecting local governance, and the opportunity to advocate for Denton's unique interests all converge during this period. The outcomes of the Texas Legislature will continue to significantly influence the City's ability to address critical issues, secure necessary funding, and foster a legislative environment that aligns with the community's aspirations for prosperity and sustainability. In navigating this legislative landscape, Denton aims to engage with lawmakers proactively, anticipate emerging challenges, and position itself strategically to ensure a favorable outcome for the City and its residents. With Denton's growth, the City's legislative exposure has increased, potentially impacting the City's budget and its ability to deliver services effectively. To address these challenges, the City concluded its previous contract for legislative services and issued a formal Request for Qualifications (RFQ) to solicit responses from a competitive field of firms. McKinney Street Denton, Texas www.cityofdenton.com After a thorough evaluation by a cross-departmental team, Hance Scarborough, LLP, scored highest in each portion of the RFQ. Staff believes that Hance Scarborough possesses the necessary experience, expertise, resources, initiative, and established relationships with key members of the state government to effectively advocate for the city's legislative priorities. Hance Scarborough's familiarity with municipal issues and its ability to provide an individualized experience tailored to Denton's unique needs makes them an excellent choice. Their team brings decades of experience and knowledge in navigating the legislative and regulatory process. With their broad political background and creative solutions to specific issues, they are well-equipped to support Denton's legislative agenda and ensure the city's continued growth and prosperity. Request for Qualifications (RFQ) for professional consultation services was sent to 1,024 prospective firms for these services, including 37 Denton firms. In addition, the RFQ was placed on the Procurement website for prospective respondents to download, and advertised in the local newspaper. Five (5) statements of qualifications (SOQ) were received. The SOQs were evaluated based on published criteria including delivery/project schedule, compliance with specifications, and probable performance. Based upon this evaluation, the recommended award is to Hance Scarborough, LLP, and is determined to be the most qualified firm for the City. The budgeted amount for this item is $369,600.
