Exhibit 1 - Agenda Information SheetCity of Denton _____________________________________________________________________________________ AGENDA INFORMATION SHEET DEPARTMENT: Procurement ACM: Cassey Ogden DATE: August 20, 2024 SUBJECT Consider adoption of an ordinance of the City of Denton, a Texas home-rule municipal corporation, authorizing the City Manager to execute a Construction Manager at Risk contract with Steele & Freeman, Inc., for pre-construction services of the Linda McNatt – Animal Care and Adoption Center for the Capital Projects Department; providing for the expenditure of funds therefor; and providing an effective date (RFP 8558 – awarded to Steele & Freeman, Inc., in the not-to-exceed amount of $20,000.00). STRATEGIC ALIGNMENT This action supports Key Focus Area: Support Healthy and Safe Communities. INFORMATION/BACKGROUND On Tuesday, November 7th, Denton community members voted to approve Proposition D of the 2023 Bond. Proposition D allocates funding for designing, constructing, purchasing, renovating, improving, updating, enlarging, and demolition at the Linda McNatt Animal Care and Adoption Center. Proposition D included $15,850,000 for improvements to the Linda McNatt Animal Care and Adoption Center. The project will include building an addition, expanding the adoption spaces, new exercise yards, purchase of new shade structures, expanding the veterinary suite, replacement of the heating and air conditioning system, and additional parking spaces. The renovation will create additional space for animals, improve functionality, increase housing areas, promote shelter disease prevention, and increase the quality of customer experience, and quality of life for the animals and staff. The purpose of this contract is for Steele & Freeman, Inc. to provide design phase services including input on the constructability of the design as it is developed in collaboration with the City of Denton, and the design professional, Quorum Architects, Inc. After the design is finalized, staff will request City Council to approve a subsequent contract with Steele & Freeman, Inc. for Construction phase services. Request for Proposals was sent to 616 prospective suppliers of this item. including 42 Denton firms. In addition, specifications were placed on the Procurement website for prospective suppliers to download and advertised in the local newspaper. Ten (10) proposals were received, references were checked, and proposals were evaluated based upon published criteria including qualifications, delivery, approach, quality assurance and control, safety, construction and pre-construction fees, and cost. Based upon this evaluation, Steele & Freeman, Inc. was ranked the highest and determined to be the best value for the City. City Hall 215 E. The budgeted amount for this item is $20,000. The estimate at completion for this project is $15,850,000.
