SUBJECT
Consider adoption of an ordinance of the City of Denton, a Texas home-rule municipal corporation,
authorizing the City Manager to execute a contract with Koppl Pipeline Services, Inc, through The Interlocal
Purchasing System (TIPS) Cooperative Program Contract # 23010401, for welding, hot tap, line stop, and
valve insertion services for the Water Utilities Department; providing for the expenditure of funds therefor;
and providing an effective date (File 8633 – awarded to Koppl Pipeline Services, Inc, for one (1) year, with
the option for four (4) additional one (1) year extensions, in the total five (5) year not-to-exceed amount of
$1,700,000.00).

INFORMATION/BACKGROUND
Koppl Pipeline Services, Inc. provides various types of pipe and pipe services for water line construction
and repair including concrete cylinder pressure pipes, and standard emergency repair services for water-
reinforced concrete cylinder pipes for Water Utilities. Water Utilities relies on Koppl Pipeline Services,
Inc. to make the necessary repairs on all concrete piping as the City does not have the expertise or capability
to perform this type of repair. Water Utilities purchases this type of pipe material for our larger diameter
distribution and transmission water lines. The estimated spend was calculated using historic spend and
accounting for repairs that will be generated by the pipeline assessment project that is currently underway.

Pricing obtained through The Interlocal Purchasing System has been competitively bid and meets the
statutory requirements of Texas Local Government Code 271.102.
PRIOR ACTION/REVIEW (COUNCIL, BOARDS, COMMISSIONS)
On May 17, 2011, City Council approved the interlocal agreement with The Interlocal Purchasing System
(Ordinance 2011-082).

RECOMMENDATION
Award a contract with Koppl Pipeline Services, Inc., for welding, hot tap, line stop, and valve insertion
services for the Water Utilities Department, in a one (1) year, with the option for four (4) additional one (1)
year extensions, in the total five (5) year not-to-exceed amount of $1,700,000.

ESTIMATED SCHEDULE OF PROJECT
This is an initial one (1) year contract with options to extend the contract for four (4) additional one (1) year
periods, with all terms and conditions remaining the same. This TIPS Contract expires on April 30, 2028.
FISCAL INFORMATION
These services will be funded from the Water Distribution Department account 630200.6523 Requisitions
will be entered on an as-needed basis. The budgeted amount for this item is $1,700,000. The City will only
pay for services rendered and is not obligated to pay the full contract amount unless needed.
