SUBJECT
Consider adoption of an ordinance of the City of Denton, a Texas home-rule municipal corporation,
ratifying the expenditure of funds by the City Manager for the purchase of a screener, including a
maintenance and repair contract for the Beneficial Reuse Department; and providing an effective date (File
8655 – awarded to McCourt Equipment, Inc, in the not-to-exceed amount of $671,729.85).
INFORMATION/BACKGROUND
The City of Denton's Beneficial Reuse Department processes wood waste collected by Solid Waste,
grinding it into wood chips. These wood chips are then combined with biosolids from the Pecan Creek
Water Reclamation Plant to produce Class A compost, which is sold to the public and landscape contractors.
To ensure a consistent product, a screener is used to size the compost before sale.
In January 2023, the Beneficial Reuse Department purchased a new screener for this operation. The screener
functioned well for 18 months with only minor warranty issues. However, on the evening of July 16th,
2024, the screener unexpectedly caught fire and was destroyed. Video evidence revealed no signs of foul
play, and investigators have been unable to determine the exact cause of the fire.
The machine was insured, and a comparable screener from a different manufacturer is being procured as a
replacement. The City of Denton will cover the $100,000 insurance deductible, with the remainder of the
$671,729.85 cost— which includes warranties and service contracts—covered by the insurance claim.
PRIOR ACTION/REVIEW (COUNCIL, BOARDS, COMMISSIONS)
On September 23, 2024, this item will be presented to the Public Utilities Board (PUB) for consideration.
RECOMMENDATION
Award a contract to McCourt Equipment, Inc. for the purchase of a screener including a maintenance and
repairs contract with a not to exceed amount of $671,729.85.
SUSTAINABILITY MEASURES
Denton’s Dyno Dirt composting program takes waste products and turns them into an organic soil
amendment that is beneficial to flowers and plants.

The screener is scheduled to be delivered beginning of October 2024.
FISCAL INFORMATION
This is being covered by the Risk Fund and we have a claim opened with our insurance carrier. The loss is
covered under our policy with a $100K deductible. The adjuster with our carrier has confirmed that this
loss is covered and we will be reimbursed the value of the unit minus our deductible. This item will be
funded from Risk Management account 860002.6551. Requisition #166133 has been entered into the
Purchasing software system in the amount of $671,729.85. The budgeted amount for this item is
$671,729.85.
