SUBJECT
Consider adoption of an ordinance of the City of Denton, a Texas home-rule municipal corporation,
authorizing the City Manager to execute a contract with Geographic Technologies Group, Inc., through the
Department of Information Resources (DIR) Cooperative Contract No. DIR-CPO-4913, for the inventory
and data collection of Parks and Recreation assets for the Parks and Recreation Department; providing for
the expenditure of funds therefor; and providing an effective date (File 8643 – awarded to Geographic
Technologies Group, Inc., in the not-to-exceed amount of $84,600.00).

INFORMATION/BACKGROUND
The need has been identified to inventory and collect assets within the parks system into a georeferenced
database, which will include but not be limited to, facilities, playgrounds, trails, site furnishings, and
utilities. This effort will provide the ability to visualize and analyze the park system and prepare the
department for the implementation of a unified asset management program to be implemented city-wide.
The data collected will provide opportunities for multiple applications including planning, data analytics,
work order management, asset life-cycle management, interactive mapping, etc. so that strategic decisions
can be made when contemplating the allocation of resources towards land acquisitions, park renovations,
new development, and ongoing maintenance and operations.
The goal and ultimate outcome of this project is to implement a Geographic Information System (GIS)-
centric decision support solution for the City of Denton’s Parks and Recreation Department. It will include
a database design workshop and a Global Positioning System (GPS) field inventory of all above-ground
features within 40 developed parks, 15 undeveloped parks, open space units, and trails. It will also include
GIS data creation, integration into existing ESRI software, spatial analysis, software deployment, and staff
training. The proposed duration for completion of this effort is approximately 4 months, upon approval.
Pricing obtained through the Texas Department of Information Resources (DIR) Cooperative Purchasing
Network has been competitively bid and meets the statutory requirements of Texas Local Government Code
271.102.

PRIOR ACTION/REVIEW (COUNCIL, BOARDS, COMMISSIONS)
On January 28, 2020, City Council approved the interlocal agreement with the Texas Department of
Information Resources Purchasing Network (Ordinance 20-196).
RECOMMENDATION
Award a contract with Geographic Technologies Group, Inc., for the inventory and data collection of Parks
and Recreation assets for the Parks and Recreation Department, in a not-to-exceed amount of $84,600.

ESTIMATED SCHEDULE OF PROJECT
This project will be started upon approval with a completion date within four (4) months. This DIR contract
expires on April 5, 2027.
FISCAL INFORMATION
These services will be funded from Park Development Trust Fund RV (interest) account 9160.4505.
Requisitions will be entered on an as-needed basis. The budgeted amount for this item is $84,600.
