THIS FIRST AMENDMENT TO CONTRACT 8360 (“Amendment”) by and between the City of Denton, Texas (“City”) and NELSON\NYGAARD CONSULTING ASSOCIATES, INC. (“Consultant”); to that certain contract executed on April 2, 2024, in the original not-to-exceed amount of $109,967.00 (the “Agreement”); for services
related to Citywide Parking Study.
WHEREAS, the City deems it necessary to further expand the services provided by Consultant to the City pursuant to the terms of the Agreement, and to provide an additional not-to-exceed amount $7,500 with this Amendment for an aggregate not-to-exceed amount
of $117,467; and
FURTHERMORE, the City deems it necessary to further expand the goods/services provided by Consultant to the City;
NOW THEREFORE, the City and Consultant (hereafter collectively referred to as the
“Parties”), in consideration of their mutual promises and covenants, as well as for other good and valuable considerations, do hereby AGREE to the following Amendment, which amends the following terms and conditions of the said Agreement, to wit:
1. The additional services described in Exhibit “A” of this Amendment, attached
hereto and incorporated herein for all purposes, for professional services related to the purchase of data for the downtown Denton parking study. are hereby authorized to be performed by Consultant. For and in consideration of the additional services to be performed by Consultant, the City agrees to pay, based on the cost estimate
detail attached as Exhibit “A”, a total fee, including reimbursement for non-labor
expenses an amount not to exceed $7,500. 2. This Amendment modifies the Agreement amount to provide an additional $7,500 for the additional services with a revised aggregate not to exceed total of $117,467.
The Parties hereto agree, that except as specifically provided for by this Amendment, that all of the terms, covenants, conditions, agreements, rights, responsibilities, and obligations of the Parties, set forth in the Agreement remain in full force and effect.

Dear Cori Power,
Introduction
As a part of the Citywide Parking Study, the Nelson\Nygaard team included a scope to
analyze travel behavior for up to five specific sites of interest in Denton, using trip data
provided by StreetLight Data (or similar). This analysis would provide the percentage of trips
to and from each census tract in Denton, the most common type of trip (home-based work, home-based other, etc.), busiest travel days and times, and what the implications are for
parking planning in Denton. The results of this analysis would be delivered in the form of a
presentation to City staff. This scope is covered in optional task 2 in the scope of work.
We understand the City of Denton, through the citywide parking study, would like to
understand the top generators of parking demand in the city. This information would allow
the parking study team to evaluate parking and recommend management practices to be directed at these locations. As such, we recommend purchasing data for the entire city area
to answer this question. This memorandum describes the approach for additional scope of work and budget for purchasing additional data and conducting a travel (and parking)
behavior analysis using smartphone-based location data.
Background: Downtown Denton Parking Study
Fehr & Peers collected and analyzed data for the Downtown Denton Parking Study to
recommend parking facilities, time of day, and day of week for parking surveys to be
completed with the budget available, understanding only a portion of all public parking facilities in downtown might be represented. Aggregated StreetLight data was purchased
for 13 zones that represent the downtown study area as defined in the Downtown Denton
Parking Study. This data was used to understand trip origins and destinations at a census block level to each of the 13 zones. This study revealed that most trips originate or end on
the central and south side of the downtown study area, and thus parking facilities in these
locations were included in the survey. Additionally, this data found the most common trip
purposes for trips that begin or end in the downtown study area are non-home based and

home-to-other trips. These trips do not include trips to or from work, which indicates downtown as a destination for leisure.
Data was also purchased from Azira, formerly named Near, for each of these 13 zones. This data was used to understand demand for visitation downtown by days of the week, time of
the day, and by street segment. The data analysis revealed that Friday and Saturday are the
busiest days of the week downtown, that parking lots are active from 8 am to 11 pm with lots most full between 4 pm to 7 pm, highest activity is around the square, and that high school
and university student age groups represent the largest share of downtown visitors. Parking
surveys were completed for a Thursday from 8 am to 10 pm and Saturday from 8 am to 12 am.
Data purchased for the downtown parking study may be further reviewed and evaluated to
address parking demand in the downtown area. Additional big data collection would be beneficial for this citywide study to evaluate parking demand outside of the downtown core,
at other activity centers in the City.
Approach
The Downtown study was a two-tiered analysis; the first analysis was using aggregated data
at the census level (Streetlight Data) and the second analysis was using disaggregated,
individual data points (the Azira Data).
Utilizing Streetlight data, we can perform an analysis at the census level, which would answer
the following questions:
• When travelers leave particular census tracts (downtown, TWU, UNT e.g.), what is
their destination?
• When travelers arrive at particular census tracts, where did they leave from?
• What are the most common trip purposes?
• What percent of the population could take advantage of transit, bicycle, or walking
to complete their trip?
Based on the review of the questions asked by the City of Denton, we would suggest a
disaggregated analysis (the Azira Data) that can answer the questions above, but also address several others, such as:
• What time of day and day of the week are people making these trips?
• When people arrive on a particular university campus in the morning, where was the beginning of that trip? Does that change during the day?

• When people leave campus, where are they typically going? How long do they dwell there? Are there changes we can make to parking durations/time limit
restrictions or pay structure for parking spaces in specific areas?
• Based on trip chaining, what trips can be made by taking transit, bicycling or
walking?
• How many people are arriving in Denton from the DCTA transit station? Where do they go?
• Who is traveling to/from this area (visitor demographics)?
The Azira (https://azira.com/use-cases/traveler-insights/) dataset provides human movement information, which is primarily derived from smartphones. Smartphones collect location-
based information (i.e. location at a specific time), which can be linked together and
examined as trajectories for travel behavior analysis.
The primary inputs used for a data study include
• Study locations or zones (e.g. City downtown parking lots)
• Time period of study (e.g. 2023)
• Time before/after a device is located within study location to capture device
information (e.g. 4 hours)
Using the example inputs given above, the dataset would include device information (i.e.
timestamped latitude and longitude) for all devices which were located in a zone (downtown,
UNT, TWU, etc) at some point in 2023, for 4 hours before and after they were located within a parking lot. For every device in the dataset, common daytime device locations (proxy for
work locations) and common nighttime device locations (proxy for home locations) would
also be given for various political boundary types (e.g. census tracts, zip codes, etc.).
An analysis of this data will help answer the question of “where are people going” most often
within the city, while providing information on trip distances and duration to those locations,
which helps inform the demand for parking in the city. Specifically, popular locations with higher trip distances imply locations with high demand for parking, while those with shorter
ones are candidates for alternative transportation modes. These questions can be answered on a typical day or on a unique day, such as during a busy event in Denton.
The data cost and level of effort of analysis is directly correlated to the number of zones
selected for analysis. Early conversations with the city can guide a selection of zones that should capture the largest portion of trips. Candidates for study location zones throughout
the city could include:

Deliverables
The Nelson\Nygaard team will provide a technical memorandum summarizing the study,
which would include results for key trip locations throughout the city (and their
corresponding trip characteristics). The memorandum will also include graphics illustrating these findings. The example below is from a study in Sacramento County, CA, which
illustrates clustering of weekday trips at popular locations (shopping centers, schools) to and
from the project area (the yellow rectangle).

The results of the study will be communicated in a workshop or briefing, and would include an assessment of how trip-making lines up with existing and planned parking facilities, and
what that alignment might suggest regarding future parking policy or investment decisions.

Budget
As mentioned above, an examination of disaggregated (Azira) data purchase cost depends
on the number of zones to be analyzed. We would suggest a data acquisition budget of
$5,000, and a labor budget of $5,000 (inclusive of $2,500 labor already under contract for this original task) for the data analysis, technical memoranda, workshop, and virtual team
meetings.
The total fee for additional tasks detailed in this proposal is $7,500 with the following detail:
