SUBJECT
Consider adoption of an ordinance of the City of Denton, a Texas home-rule municipal corporation,
authorizing the City Manager to execute a contract with Odessa Pumps and Equipment, Inc., through the
Buy Board Cooperative Purchasing Network Contract # 672-22, for the purchase of new pumps, pump
parts, repair and rebuild of pumps for the Water Production and Water Reclamation Departments; providing
for the expenditure of funds therefor; and providing an effective date (File 8654 – awarded to Odessa Pumps
and Equipment, Inc., for one (1) year, with the option for four (4) additional one (1) year extensions, in the
total five (5) year not-to-exceed amount $1,500,000.00). The Public Utilities Board recommends approval
(6 - 0).

INFORMATION/BACKGROUND
The Water Production and Reclamation Departments use various pumps to convey water and wastewater
within the water and wastewater treatment systems. Pumps are used at the Lake Lewisville Raw Water
Intake to pump untreated lake water to the Lake Lewisville Water Treatment Plant. Three remote pump
stations within the distribution system pump water to the various pressure planes throughout the system.
Within the water production facilities, pumps are also used to transfer water within the plants and to pump
water into the water distribution system. Within the Water Reclamation System, pumps are used at lift
stations to pump wastewater to the water reclamation plant and within the plant to transfer various treatment
liquids between treatment units.
The Water Reclamation Department owns and operates two lift stations, both equipped with identical 125hp
Hydromatic Pumps. These stations utilize five pumps in total—four active and one spare—which have been
in service for between 20-40 years. Recently, the manufacturer has discontinued this particular pump model
and ceased production of replacement parts. While the pumps are still functional, the department intends to
purchase two new pumps due to their age and the need to secure replacements. This proactive measure will
help prevent sewer overflows and ensure uninterrupted service. Pumps are mission-critical to both the Water
Production and Reclamation Departments.
Pricing obtained through the Buyboard Cooperative Purchasing Agreement has been competitively bid and
meets the statutory requirements of Texas Local Government Code 271.102.

PRIOR ACTION/REVIEW (COUNCIL, BOARDS, COMMISSIONS)
On February 1, 2005, City Council approved the interlocal agreement with the Buy Board Cooperative
Purchasing Network (Ordinance 2005-034).
On October 14, 2024, the Public Utilities Board (PUB) recommended this item to the City Council for
consideration.
RECOMMENDATION
Award a contract with Odessa Pumps and Equipment, Inc., for the purchase of new pumps, pump parts,
repair and rebuild of pumps for the Water Production and Water Reclamation Departments, in a one (1)
year, with the option for four (4) additional one (1) year extensions, in the total five (5) year not-to-exceed
amount of $1,500,000.

ESTIMATED SCHEDULE OF PROJECT
This is an initial one (1) year contract with options to extend the contract for four (4) additional one (1) year
periods, with all terms and conditions remaining the same.
FISCAL INFORMATION
These items will be funded from Water and Wastewater Operating Funds 640100 and 630100. Requisitions
will be entered on an as-needed basis. The budgeted amount for this item is $1,500,000.The City will only
pay for services rendered and is not obligated to pay the full contract amount unless needed.
