Exhibit 1 - Agenda Information SheetCity of Denton _____________________________________________________________________________________ AGENDA INFORMATION SHEET DEPARTMENT: Procurement ACM: Cassey Ogden DATE: October 22, 2024 SUBJECT Consider adoption of an ordinance of the City of Denton, a Texas home-rule municipal corporation, authorizing the City Manager to execute a Construction Manager at Risk contract with McCownGordon Construction LLC, for preconstruction services for the Renovation of the City of Denton Service Center for the Capital Projects Department; providing for the expenditure of funds therefore; and providing an effective date (RFP 8567 – awarded to McCownGordon Construction LLC, in the not-to-exceed amount of $40,000.00). The Public Utilities Board recommends approval (6 - 0). STRATEGIC ALIGNMENT This action supports Key Focus Area: Strengthen Community and Quality of Life. INFORMATION/BACKGROUND The City of Denton Service Center is located at 901 Texas Street. The building was constructed in 1980 and has not had any renovations since that time. The Facilities Conditions Assessment (FCA) identified this building as poor condition and recommended a renovation. The Service Center renovation project was included in the FY 2024 Capital Improvement Plan approved by the City Council as a part of the FY 2024 budget. The Service Center houses operational and field crews for a variety of departments, additionally the City’s Warehouse facility is located at the Service Center. The proposed project includes renovating and expanding the building and surrounding site. Departments housed in the Service Center will likely include but not necessarily be limited to Water, Wastewater, Streets, Drainage, Traffic, Tech Services, Sustainability, and Parks & Recreation. The purpose of this contract is for McCownGordon Construction LLC to provide design phase services including input on the constructability of the design as it is developed in collaboration with the City of Denton, and the proposed design professional engineer, Quorum Architects, Inc. The contract total amount of $40,000 includes $30,000 for preconstruction services and $10,000 will be reserved for additional services with authorization by the City. After the design is finalized, a subsequent contract for the construction phase with McCownGordon Construction will be scheduled for City Council consideration. The construction contract to be awarded in the future is anticipated to be approximately $55M. The General Fund will provide an estimated 75% of that cost. The remaining estimated 25% of the budget will come from the Water/Wastewater Department. City Hall 215 E. In addition, specifications were placed on the Procurement website for prospective suppliers to download and advertised in the local newspaper. Eight (8) proposals were received, references were checked, and proposals were evaluated based upon published criteria including cost proposal and technical proposal/interview. Based upon this evaluation, McCownGordon Construction LLC was ranked the highest and determined to be the best value for the City. RECOMMENDATION Award a contract with McCownGordon Construction LLC, for preconstruction services for the Renovation of the City of Denton Service Center for the Capital Projects Department, in the not-to-exceed amount of $40,000. PRINCIPAL PLACE OF BUSINESS McCownGordon Construction LLC Kansas City, MO ESTIMATED SCHEDULE OF PROJECT To meet the desired construction deadlines, McCownGordon will begin the Preconstruction Services as soon as the contract is approved. The construction will likely take place from 2026-2027. FISCAL INFORMATION These services will be funded from City Facilities Projects CO account 300179409. Requisition #166418 has been entered into the Purchasing software system in the amount of $40,000. The budgeted amount for this item is $40,000.
