SUBJECT
Consider adoption of an ordinance of the City of Denton, a Texas home-rule municipal corporation,
authorizing the City Manager to execute a contract with Transcend, Inc. dba SPA Skateparks, through The
Interlocal Purchasing System (TIPS) Cooperative Program Contract # 02042315, for the purchase and
installation of skate ramp equipment at the Denton Skate Works Park for the Parks and Recreation
Department; providing for the expenditure of funds therefor; and providing an effective date (File 8584 –
awarded to Transcend, Inc., dba SPA Skateparks, in the not-to-exceed amount of $71,600.00).

INFORMATION/BACKGROUND
Located next to Water Works Park at 2400 Long Road, Denton, TX, the Denton Skate Works Park opened
in 2004 as a pioneering facility featuring prefabricated ramps and skate elements. Over the years, the
existing equipment has undergone a series of replacements and repairs. In April 2024, the City hired a third-
party consultant to conduct a comprehensive risk assessment. The assessment determined the wooden
components located on-site have exceeded their life cycle, are beyond repair, and require complete
replacement.
Community feedback gathered through the Parks, Recreation, and Trails System Master Plan has
highlighted the need for a new skate park with standard concrete elements, preferably closer to downtown.
To support this vision, staff have been actively pursuing funding, including grants. Two (2) proposed
locations for these new concrete skate parks are Briercliff Park and Mack Park. Briercliff Park has
successfully secured a grant, and staff is finalizing details with the granting agency to proceed with
construction. Meanwhile, staff are awaiting notification of the award for the proposed skate project at Mack
Park. Both projects have a timeline of late 2025 to early 2026 for identifying the next steps.
To ensure continuous availability of skate facilities, staff recommend installing new professional-grade
skate features at the current park. In addition, based on feedback gathered through the Parks, Recreation,
and Trails System Master Plan, the community prefers concrete ramps and equipment instead of the metal
ramps that were provided before. SPA will work with Parks on identifying components that could be re-
purposed for a future park or remain at the existing location when the new parks are constructed.

Pricing obtained through The Interlocal Purchasing System has been competitively bid and meets the
statutory requirements of Texas Local Government Code 271.102.
PRIOR ACTION/REVIEW (COUNCIL, BOARDS, COMMISSIONS)
On May 17, 2011, City Council approved the interlocal agreement with The Interlocal Purchasing System
(Ordinance 2011-082).
RECOMMENDATION
Award a contract with Transcend, Inc., dba SPA Skateparks, for the purchase and installation of skate ramp
equipment at the Denton Skate Works Park for the Parks and Recreation Department, in a not-to-exceed
amount of $71,600.

ESTIMATED SCHEDULE OF PROJECT
In June 2024, staff removed the existing wooden equipment to prepare for the new installation. This contract
will be started upon approval with a completion date within approximately 120 days.
FISCAL INFORMATION
In the 2021-2022 fiscal year, City Council allocated $71,600 from the Capital Improvement Program for
the skate park. Given the limited funding, this amount was earmarked either for constructing a new park or
upgrading the current facility. During the community engagement phase of the master plan, it was decided
to postpone spending to further evaluate these options. However, given the current situation, this funding
will now be utilized at the existing location to prevent any interruption in skate park amenities.
