SUBJECT
Consider adoption of an ordinance of the City of Denton, a Texas home-rule municipal corporation,
authorizing the City Manager to execute a contract with Axon Enterprise, Inc. through the Sourcewell
Cooperative Purchasing Network Contract No. 101223-AXN, for the purchase of Axon Systems, including
camera system, software license and storage, peripherals, warranty, maintenance, and installation services
for the Police Department; authorizing the expenditure of funds therefor; and providing an effective date
(File 8666 – awarded to Axon Enterprise, Inc., in the five (5) year not-to-exceed amount of $9,336,464.00).

INFORMATION/BACKGROUND
The Denton Police Department has a long-standing relationship with Axon for law enforcement technology
products. This began in 2004 with the start of the Taser weapon program and has developed into a much
larger, more complex relationship. Axon is a critical solution provider in multiple technology programs.
This contract serves to bring all our existing services into one single master contract. The department
currently partners with Axon for its Taser Electronic Control Weapons (ECW), body-worn camera system,
fleet in-car camera system, interview room camera system, drone pilot software, and digital evidence
manager. This contract merges all mentioned systems into the new Officer Safety Program contract which
the original Officer Safety Program contract expires in December 2024.
There are several upgrades in this contract in terms of hardware and software. The department will upgrade
its Taser 7 inventory with the Taser 10. The Taser 10 is easier to operate, has a greater range, and allows
for more shots to attempt a successful incapacitating hit. This requires a positive and negative charged probe
to strike the target. This contract will also include the Fleet 3 camera system with expanded software
capabilities. The most critical feature is the ability to live stream a recording camera (currently available on
the department’s Body 4 cameras). This will enable supervisors to view in real-time when officers are
driving at high speeds and the traffic conditions in a high-risk event like a vehicle pursuit. This will give
supervisors better information to make critical decisions. The drone environment is experiencing rapid
change, development, and expansion. This contract includes all DroneSense licensing through Axon Air.
The unified technology front we are moving to with Axon continues to create efficiency gains. This contract
would position the Department to take advantage of those technologies as they come online. The most
dynamic change coming to us is the inclusion of FUSUS, a Real Time Information Center software
application. It allows the department live monitoring of surveillance cameras with the consent of

participating community stakeholders. It also plots these cameras on a map to provide location information.
Citizens can register systems like Ring Doorbell cameras saving officers and detectives valuable time when
looking for possible video evidence. FUSUS provides actual responding officers the ability to listen to the
911 call to gain firsthand information as well as the possibility of viewing live video feeds at the incident
location they are responding to. This is a major leap in the Department’s ability to see what is happening,
determine the necessary resources, and manage the incident in real-time. The department will receive a
software product called Draft One. Draft One uses audio and generative AI from an officer’s body camera
to prepare a preliminary report narrative. The software requires the officer to make key inputs like names,
identifiers, and descriptions. The officer then approves the report and signs it as an accurate representation
of the event. Agencies that were first implementers of this software have reported a reduction of up to 70%
of time spent writing reports. This is a force multiplier for the department.
The department will also replace existing technology programs with similar Axon products on this contract.
The department will replace the SPIDRTECH survey system used by Police Dispatch, Patrol, Investigation,
and Animal Services with My90 through Axon. My90 is a more interactive product that can be used as
more than just a texted survey instrument after a 911 call. The department will also replace Blueteam and
IAPro with Axon Standards. Blueteam and IAPro are disparate technologies that serve to manage
department complaints and commendations. Neither are user friendly which requires a duplication of effort.
Axon Standards will combine this function and streamline it with one platform that handles intake,
investigation, and disposition. This platform integrates existing videos and other digital evidence related to
the event housed on evidence.com.
This contract features a five (5) year term. In this term, the department will receive a complete exchange of
body cameras in year 3 along with the upgrades when they become available.

Pricing obtained through Sourcewell Cooperative Purchasing Network has been competitively bid and
meets the statutory requirements of Texas Local Government Code 271.102.
PRIOR ACTION/REVIEW (COUNCIL, BOARDS, COMMISSIONS)
On January 28, 2020, City Council approved the interlocal agreement with Sourcewell (Ordinance 20-197).
RECOMMENDATION
Award a contract with Axon Enterprise, Inc., for the purchase of Axon Systems, including camera system,
software license and storage, peripherals, warranty, maintenance, and installation services for the Police
Department, in a not-to-exceed amount of $9,336,464.

Requisition #167588 has been entered into the Purchasing software system in the amount of $1,051,488.37.
The budgeted amount for this item is $9,336,464.
