SUBJECT
Consider adoption of an ordinance of the City of Denton, a Texas home-rule municipal corporation,
authorizing the City Manager to execute a Professional Services Agreement with Kimley-Horn and
Associates, Inc., for the design of traffic signals at the intersection of South Woodrow Lane at Morse Street
for the Transportation (Development Services) Department as set forth in the contract; providing for the
expenditure of funds therefor; and providing an effective date (RFQ 8377-004 – Professional Services
Agreement for design services awarded to Kimley-Horn and Associates, Inc., in the not-to-exceed amount
of $84,000.00).

INFORMATION/BACKGROUND
South Woodrow Lane is a heavily traveled corridor classified as a Secondary Arterial, and Morse Street is
a Collector Roadway located in the Southeast Denton area. Currently, Morse Street is a stop-controlled
movement, and crashes/safety issues at the intersection are encountered due to visibility and poor yielding
rates from the vehicles from South Woodrow Lane. Morse Street is the primary route for numerous single-
family residential developments, including Denton Independent School Districts (DISD) Rivera Elementary
School, MLK Jr. Recreation Center, and Park, and it is an alternate route to the Downtown Denton Transit
Center. The intersection met the criteria for a traffic signal with the year 2024 traffic counts, and due to the
safety concerns at this intersection, staff matched the project with the Denton Country Transportation
Authority (DCTA) TRiP funding to design and eventually construct the signal.
Transportation Services staff selected the Woodrow/Morse intersection in coordination with the DCTA
staff using TRiP funding and has identified the intersection as a prime candidate for traffic signal
infrastructure and Transit signal priority for pedestrians and transit buses based on its historical safety. The
estimated cost includes the design, detailed survey, and construction phasing of the intersections. The TRiP
reimbursement funds have fully funded this project.
Request for Qualifications for state certified engineers for professional architectural services for various
capital infrastructure-related projects within the City of Denton for the Capital Projects Department was
solicited using the City’s formal solicitation process. City Council approved a pre-qualified list of
professional service firms on May 21, 2024 (Ordinance 24-953).

PRIOR ACTION/REVIEW (COUNCIL, BOARDS, COMMISSIONS)
On February 20, 2024, City Council approved RFQ 8377 for state certified engineers for professional
engineering services for various capital infrastructure-related projects within the City of Denton for the
Capital Improvements Department (Ordinance 24-276).
RECOMMENDATION
Award a contract with Kimley-Horn and Associates, Inc., for the design of traffic signals at the intersection
of South Woodrow Lane at Morse Street for the Transportation (Development Services) Department, in a
not-to-exceed amount of $84,000.
