SUBJECT
Consider adoption of an ordinance of the City of Denton, a Texas home-rule municipal corporation,
authorizing the City Manager to execute a contract with Berry, Dunn, McNeil & Parker, LLC dba
BerryDunn, through The Interlocal Purchasing System (TIPS) Cooperative Program Contract No. 230601
to develop a Geographic Information System (GIS) operations strategic roadmap for the Technology
Services Department; providing for the expenditure of funds therefor; and providing an effective date (File
8714 – awarded to Berry, Dunn, McNeil & Parker, LLC dba BerryDunn, in the not-to-exceed amount of
$91,690.00).

INFORMATION/BACKGROUND
The Technology Services Department is seeking a professional service agreement with the consulting firm
BerryDunn to develop a Geographic Information Systems (GIS) operational strategic roadmap by
evaluating its current state and industry best practices to develop a strategic roadmap to improve the city’s
use of GIS operations.
This study will evaluate current GIS operation practices, such as governance of work and project initiatives,
management of systems, data collection, mapping, and maintenance practices, as well as key metrics helpful
to benefit the department's use of GIS data. By collaborating with department stakeholders, BerryDunn will
help define and formalize missions and goals to establish a strategic foundation. A roadmap will be created
and tailored to the City’s GIS priorities and needs with recommendations of actions for staff to update GIS
capabilities. The table below outlines each phase and deliverable costs conducted by Berry, Dunn, McNeil
& Parker.

Pricing obtained through The Interlocal Purchasing System has been competitively bid and meets the
statutory requirements of Texas Local Government Code 271.102.
PRIOR ACTION/REVIEW (COUNCIL, BOARDS, COMMISSIONS)
On May 17, 2011, City Council approved the interlocal agreement with The Interlocal Purchasing System
(Ordinance 2011-082).
RECOMMENDATION
Award a contract with Berry, Dunn, McNeil & Parker, LLC dba BerryDunn, to develop a Geographic
Information System (GIS) operations strategic roadmap for the Technology Services Department, in a not-
to-exceed amount of $91,690.

ESTIMATED SCHEDULE OF PROJECT
This project will start four to six weeks after Council approval and should take approximately a year and a
half to complete. This TIPS contract expires on August 31, 2028.
FISCAL INFORMATION
These services will be funded through the Technology Services job cost account number
840179744.1365.30100. Requisition #167912 has been entered into the Purchasing software system in the
amount of $91,690. The budgeted amount for this item is $91,690.
