SUBJECT
Consider adoption of an ordinance of the City of Denton, a Texas home-rule municipal corporation,
authorizing the City Manager to execute a Professional Services Agreement with Solutient GeoSciences,
Inc., for landfill hydrogeological consulting and analytical services regarding the City’s Landfill monitoring
and reporting requirements for the Environmental Services and Sustainability Department as set forth in the
contract; providing for the expenditure of funds therefor; and providing an effective date (RFQ 8525-006 –
Professional Services Agreement for analytical services awarded to Solutient GeoSciences, Inc., in the not-
to-exceed amount of $490,010.00).

INFORMATION/BACKGROUND
In accordance with the Texas Commission on Environmental Quality (TCEQ) approved Sampling and
Analysis Plan (GWSAP) and 30 TAC 330, Subchapter F and J, the landfill is required to conduct quarterly
and semi-annual groundwater monitoring events to analyze for constituents presented in Table 5-1 of the
GWSAP. Solutient will serve as the City’s professional services consultant relative to landfill groundwater
monitoring, data review, reporting, and general geological and hydrogeological services. Services will
include sampling and analyzing groundwater collected at the landfill facility, maintaining the ongoing
groundwater analytical database, and completing and submitting reports to the TCEQ. Failure to conduct
the required groundwater sampling and reporting can lead to the revocation of the City’s landfill permit,
which authorizes Solid Waste to process and dispose of waste.

Request for Qualifications for state certified engineers for professional engineering services for the Solid
Waste and Recycling Department was solicited using the City’s formal solicitation process. City Council
approved a pre-qualified list of professional service firms on August 20, 2024 (Ordinance 24-1562).

PRIOR ACTION/REVIEW (COUNCIL, BOARDS, COMMISSIONS)
On August 20, 2024, City Council approved RFQ 8525 for state certified engineers for professional
engineering services for the Solid Waste and Recycling Department (Ordinance 24-1562).
On January 13, 2025, this item will be presented to the Public Utilities Board (PUB) for consideration.
RECOMMENDATION
Award a contract with Solutient GeoSciences, Inc., for landfill hydrogeological consulting and analytical
services regarding the City’s Landfill monitoring and reporting requirements for the Environmental
Services and Sustainability Department, in a not-to-exceed amount of $490,010.

FISCAL INFORMATION
These services will be funded from Landfill Compliance account 890500.7855. Requisition #167999 has
been entered into the Purchasing software system in the amount of $104,506 for the 2024-2025 fiscal year.
The budgeted amount for this item is $490,010.
