Exhibit 1 - Agenda Information SheetCity of Denton _____________________________________________________________________________________ AGENDA INFORMATION SHEET DEPARTMENT: Procurement ACM: Christine Taylor DATE: February 18, 2024 SUBJECT Consider adoption of an ordinance of the City of Denton, a Texas home-rule municipal corporation, authorizing the City Manager to execute a contract with Ed Bell Construction Company, for the construction of the Precision Drive Reconstruction Project for the Capital Projects Department; providing for the expenditure of funds therefor; and providing an effective date (CSP 8681 – awarded to Ed Bell Construction Company, in the not-to-exceed amount of $1,130,066.18). The Public Utilities Board recommends approval (6 - 0). STRATEGIC ALIGNMENT This action supports the Key Focus Area: Enhance Infrastructure and Mobility. INFORMATION/BACKGROUND This project will include removing the asphalt and concrete pavement including the curb and gutter. 4,300 square yards of the concrete roadway and the replacement of 1,600 linear feet of concrete curb and gutter on Precision Drive. The project will encompass subgrade stabilization to ensure a solid foundation, followed by asphalt and concrete paving for a smooth driving surface. The inclusion of concrete curb and gutter will address water runoff and enhance the longevity of the roadway. The restoration of the Precision Drive Reconstruction limits is between FM 1515 and the UNT Library Annex Building. The Precision Drive Reconstruction project's total construction cost is $1,130,066.18. This estimate includes a $1,076,253.50 base proposal amount and a 5% contingency of $53,812.68. The five (5) percent contingency allowance is for the city's sole use and will be subject to written authorization by the City’s Project and Program Managers. Competitive Sealed Proposals were sent to 1,179 prospective suppliers, including 79 Denton firms. In addition, specifications were placed on the City’s Procurement website for prospective suppliers to download and advertise in the local newspaper. Five (5) proposals were received, references were checked, and proposals were evaluated based upon published criteria including key personnel, quality, reputation, and ability to complete similar projects on schedule and within budget, detailed schedule and written plan, safety record, and price. A Best and Final Offer (BAFO) was requested from the top firm. Based upon this evaluation, Ed Bell Construction Company was ranked the highest and determined to be the best value for the City.
