SUBJECT
Consider adoption of an ordinance of the City of Denton, a Texas home-rule municipal corporation,
approving a pre-qualified professional service list of state-certified firms to provide various professional
services as needed for projects for the Parks and Recreation Department; and providing an effective date
(RFQ 8596 – for a two (2) year, with the option for one (1) additional one (1) year extension, in the total
three (3) year term).

INFORMATION/BACKGROUND
The Parks and Recreation Department solicited a Request for Qualifications (RFQ) for professional service
providers in landscape architecture, architecture, and engineering for consideration of professional services
relating to planning, design, and construction administration services for various City of Denton projects,
as needed. This contract will be vital in future planning for Parks and Recreation and its mission to serve
and meet the community's needs.
On June 25, 2024, an RFQ was advertised for professional services in the following categories.

3. Civil Engineering
4. Structural Engineering
5. Geotechnical Engineering
6. M/E/P Engineering
7. Construction Materials Testing
8. Environmental Graphics
9. Construction Inspections
10. Project Management
The RFQ process ensures that all respondents are reviewed fairly based on selection criteria articulated in
the solicitation. It also ensures the City can utilize the results of this process regardless of project funding
source (i.e., park dedication & development, capital improvement plan, grants, bonds, etc.)

Any firm that is pre-qualified under this RFQ is eligible to receive contracts for professional services that
would be procured through the standard negotiation and award process, including City Council and Park
Board (where applicable). The City intends to create a pre-qualified respondent(s) list to have the ability to
award an unspecified number of contracts for projects over the next three (3) years before re-advertising
another RFQ for these services.
Request for Qualifications (RFQ) for professional services was sent to 941 prospective firms for these
services, including 31 Denton firms. In addition, the RFQ was placed on the Procurement website for
prospective respondents to download and advertised in the local newspaper. Thirty-eight (38) statements of
qualifications (SOQ) were received. The SOQs were evaluated based on published criteria including
experience, overall qualification, references, and schedule. All firms scoring 75 or higher were placed on
the list. The evaluation team is recommending approval of the list with thirty-two (32) qualified firms.

RECOMMENDATION
Recommend approval of a pre-qualified professional services list of state-certified firms to provide various
professional services as needed for projects for the Parks and Recreation Department as reviewed and
qualified by City staff.
ESTIMATED SCHEDULE OF PROJECT
This is an initial two (2) year contract with options to extend the contract for one (1) additional one (1) year
period, with all terms and conditions remaining the same.
FISCAL INFORMATION
No funds are requested or required to be spent as part of this approval. Individual contracts will be
negotiated with the top-ranked firms and brought forward for Council approval based on procurement
thresholds.
