Scope of Work
1. Project Purpose
Expand fuel storage capacity at a convenient location for emergency services, including the Fire and Police
Departments.
2. Project Description
This project involves the installation of two double‐walled 6000‐gallon fuel tanks, associated pumps, and a
Diesel Exhaust Fluid (D.E.F.) tank. The installation will encompass all necessary infrastructure, including
piping, electrical connections, and safety measures to ensure efficient and secure fuel storage and
dispensing. Additionally, the project will integrate a double‐walled 800‐gallon D.E.F. tank to support
modern diesel vehicles equipped with selective catalytic reduction (SCR) systems. The installation process
will adhere to industry standards and regulations, prioritizing safety, environmental compliance, and
operational efficiency. Through this project, the aim is to streamline operations and accommodate the
evolving needs of the City of Denton’s fleet.
3. Scope of Work
The project involves designing and installing two double‐walled 6000‐gallon fuel tanks with diesel and
gasoline pumps and a double‐walled 800‐gallon Diesel Exhaust Fluid (D.E.F.) tank for the City of Denton’s
police and fire department. The project site is located at 4201 Vintage Blvd, Argyle, TX 76226.
This is a design‐build project with a turnkey completion, meaning the contractor will handle all aspects of
the project, from design to construction and commissioning.
Fuel Tanks and Pump Installation:
Install two double‐walled above‐ground 6000‐gallon fuel tanks with appropriate safety measures and
regulatory compliance. (1) diesel and (1) gasoline
Install fuel pumps for diesel and gasoline with appropriate flow rates and safety features.
Adhere to all relevant codes and standards governing fuel tank installations.
Diesel Exhaust Fluid (DEF) Tank Installation:
Install an above‐ground double‐walled 800‐gallon D.E.F. tank.
Ensure proper storage and handling of DEF in accordance with manufacturer specifications.
Provide necessary equipment for dispensing D.E.F. safely and efficiently.

Overhead Cover Shelter
Construct an overhead cover to provide shelter for the two 6,000‐gallon fuel pumps and an 800‐
gallon D.E.F. (Diesel Exhaust Fluid) tank. Along with a protective barrier
Site Preparation and Construction:
Conduct site assessment and preparation activities to ensure suitability for tank installation.
Excavate and prepare foundations for the fuel tanks and associated equipment.
Install concrete pads or other appropriate foundations as required.
Install concrete driveway please see the photo of the proposed location of the fuel island.
Compliance and Permitting:
Obtain all necessary permits and approvals from relevant authorities to install fuel tanks and associated
equipment.
Ensure compliance with local, state, and federal fuel storage and handling regulations.
Provide documentation and certification of compliance as required.
Testing and Commissioning:
Conduct thorough testing of all installed equipment to ensure proper functionality and safety.
Conduct training for city staff on the operation and maintenance of the fueling infrastructure.
Obtain sign‐off from the city of Denton confirming satisfactory completion and handover of the project.
Project Management and Documentation:
Maintain detailed documentation of project progress, including design drawings, permits, inspections, and
approvals.
Provide regular updates and communication to the city of Denton and other stakeholders throughout the
project lifecycle.
Warranty and Maintenance:
Provide warranty coverage for all installed equipment and workmanship.
Establish a maintenance plan for ongoing inspection and upkeep of the fueling infrastructure.
Ensure availability of spare parts and technical support as needed.

Safety and Environmental Considerations:
Implement appropriate safety measures throughout the project to protect workers and the surrounding
environment.
Ensure proper handling and disposal of construction materials and waste in accordance with environmental
regulations.
Provide spill containment measures and emergency response protocols for potential fuel or DEF leaks.
Completion Timeline:
Provide a detailed project schedule outlining key milestones and timelines for completion.
Ensure timely completion of all project phases to meet the city of Denton's requirements and deadlines.
This Scope of Work outlines the key tasks and responsibilities involved in the design and installation of fuel
tanks and associated equipment for the city of Denton. It encompasses all aspects of the project, from
initial planning and design to construction, testing, and commissioning, ensuring a comprehensive and
successful outcome.
4. General Requirements
Prior to the commencement of services, the city of Denton and the selected individual or business
will conduct an initial meeting to review the overall scope, schedule, deliverables, and planning process to
implement a successful program.
The Contractor shall hold regular progress meetings with the project manager to provide updates
on the project's status, address concerns, and ensure alignment with the project goals. In case of any
incidents, accidents, or near misses, the contractor shall promptly report them to the project manager and
take appropriate corrective actions. The project manager will follow the communication plan to update all
stakeholders through the project’s life cycle.
The Contractor shall be responsible for complying with any permits, licenses, or notifications
required for mobilization activities, including adhering to traffic management and public safety
requirements.
5. Site Guidelines & Safety
While on any City of Denton property, the contractor shall wear basic personal protective
equipment: a high‐visibility vest, safety glasses, steel‐toe shoes, and gloves when applicable. The contractor
and all associated staff shall wear a named company ID badge and ensure it is present for all to see. The
contractor shall not cover their ID badge from view and must present their ID badge to any City of Denton
employee when prompted.

Scope of Work
All contractors to the City of Denton must ensure that absolute safety standards are applied and
enforced. The City of Denton will not be responsible for individual contractor safety, and the awarded
contractor shall not hold the City of Denton responsible. Known hazards shall immediately be reported, and
all safety precautions shall be taken to prevent potential safety issues.
Notice: All building materials incorporated, installed, and as used during the construction process
of the above‐referenced project by the Contractor or its Subcontractors of any tier are 100% asbestos‐free.
