Exhibit 1 - Agenda Information SheetCity of Denton _____________________________________________________________________________________ AGENDA INFORMATION SHEET DEPARTMENT: Procurement ACM: Christine Taylor DATE: March 25, 2025 SUBJECT Consider adoption of an ordinance of the City of Denton, a Texas home-rule municipal corporation, authorizing the City Manager to execute a contract with Hayes Construction, LLC, for the Trinity Bridge 6-inch Force Main Relocation for Capital Projects Department; providing for the expenditure of funds therefor; and providing an effective date (IFB 8711 – awarded to Hayes Construction, LLC, in the not-to- exceed amount of $151,988.55). STRATEGIC ALIGNMENT This action supports Key Focus Area: Enhance Infrastructure and Mobility. INFORMATION/BACKGROUND The Trinity Bridge 6-Inch Force Main Relocation Project involves installing 323 linear feet of new sewer pipe to resolve a conflict with the planned bridge construction by the Texas Department of Transportation (TxDOT). The project is currently scheduled for construction in the fourth quarter of 2025. The existing bridge, located at Trinity Road and Cooper Creek, qualifies for replacement under the Bridge Inventory, Inspection, and Appraisal Program due to a functionality score below 50, indicating obsolescence. The new two-lane bridge will replace the current one-lane structure, improving traffic flow and capacity. Under the Advanced Funding Agreement (AFA) between the City of Denton and TxDOT, the City is solely responsible for relocating all utilities, including this force main, that conflict with TxDOT’s proposed bridge alignment. This relocation supports efforts to enhance local infrastructure and mobility. Awarding this contract results in a savings of nearly $1,000,000 which is the estimated cost impact to TxDOT to install these improvements. Trinity Bridge is located within the City of Denton right of way and would otherwise be our financial responsibility. The Trinity Bridge 6-Inch Force Main Relocation Project total construction cost is $151,988.55. This estimate includes a $144,751.00 base bid amount and a 5% contingency of $7,237.55. The five (5) percent contingency allowance is for the City's sole use and will be subject to written authorization by the City’s Project and Program Managers. Invitation for Bids was sent to 1,035 prospective suppliers, including 68 Denton firms of this item. In addition, specifications were placed on the Procurement website for prospective suppliers to download and City Hall 215 E. McKinney Street Denton, Texas www.cityofdenton.com advertised in the local newspaper. Three (3) bids meeting specifications were received. The lowest bid was received by Hayes Construction, LLC. On March 24, 2025, this item will be presented to the Public Utilities Board (PUB) for consideration. Requisition #169456 has been entered into the Purchasing software system in the amount of $151,988.55. The budgeted amount for this item is $151,988.55.
