Exhibit 1 - Agenda Information SheetCity of Denton _____________________________________________________________________________________ AGENDA INFORMATION SHEET DEPARTMENT: Procurement ACM: Christine Taylor DATE: May 20, 2025 SUBJECT Consider adoption of an ordinance of the City of Denton, a Texas home-rule municipal corporation, authorizing the City Manager to execute a contract with UES Professional Solutions 64, LLC, to perform environmental remediation, disposal, and testing services at the Outdoor Gun Range located at 3820 Airport Road, Denton, Texas for the Environmental Services and Sustainability Department; providing for the expenditure of funds therefor; and providing an effective date (RFP 8726 – awarded to UES Professional Solutions 64, LLC, in the not-to-exceed amount of $1,492,354.00). INFORMATION/BACKGROUND Staff recently issued a Request for Proposal (RFP) to secure environmental remediation and disposal services for the outdoor gun range. The outdoor gun range has operated since the 1960s and has been replaced with an indoor facility. Federal and state environmental regulations require the impacted soils to be remediated to remove historical impacts and meet future uses. This RFP requested removal, disposal, sampling, and laboratory analysis for impacted soils at the Denton Police Department Outdoor Firing Range, located at 3820 Airport Road, Denton, TX. Final confirmation sampling is required to meet the State of Texas regulatory levels for unrestricted future uses. The project will include the excavation of impacted soils from flat areas and berms. During the excavation, the RFP calls out screening or sifting of soils for bullet fragments as needed. This will allow the fragments to be recycled as well as assist with soil disposal. Soil disposal is expected to meet non-hazardous waste classifications primarily. However, the RFP includes line items for soil stabilization and/or hazardous waste disposal if needed. All identified impacted soils are planned for excavation, transportation, and landfill disposal. Project Total $1,356,685.00 Contingency (10%) 135,669.00 Final Total $1,492,354.00 City Hall 215 E. In addition, specifications were placed on the Procurement website for prospective suppliers to download and advertised in the local newspaper. Eight (8) proposals were received and evaluated based on published criteria including compliance with general experience, project plan and approach, responsiveness, and price. Best and Final Offers (BAFO) were requested from the top firm. Based upon this evaluation, UES Professional Services 64, LLC, was ranked the highest and determined to be the best value for the City.
