Exhibit 1 - Agenda Information SheetCity of Denton _____________________________________________________________________________________ AGENDA INFORMATION SHEET DEPARTMENT: Procurement ACM: Christine Taylor DATE: May 20, 2025 SUBJECT Consider adoption of an ordinance of the City of Denton, a Texas home-rule municipal corporation, rejecting any and all competitive bids under IFB 8759 for Graffiti Abatement for the Community Services Department; and providing an effective date (IFB 8759). INFORMATION/BACKGROUND Graffiti is declared to be a public nuisance in the Denton Property Maintenance Code of Ordinances Chapter 17. Because graffiti can have a serious negative impact on our community, all graffiti, regardless of its location, must be removed or painted over as part of the Graffiti Abatement Program. The City recently issued an Invitation for Bids (IFB) for a graffiti abatement contract covering both public and private properties. Upon review, staff identified areas within the original IFB that could be revised to improve clarity, expand the scope of services, and ensure bid pricing accurately reflects the level of service needed. These changes will help attract qualified vendors who can deliver the comprehensive, responsive, and high-quality graffiti abatement services our community requires. To address this issue, staff recommends revising the scope of work and bid pricing structure to clearly define minimum service quantities and expectations. This revision will ensure that all future bids are comprehensive, consistent, and accurately reflect the level of service required to meet the City’s graffiti abatement needs. In accordance with the Local Government Code 252.043, the City Council may reject any and all bids. RECOMMENDATION Staff recommends rejection of all bids for IFB 8759 Graffiti Abatement.
