SUBJECT
Consider adoption of an ordinance of the City of Denton, a Texas home-rule municipal corporation,
rejecting any and all competitive statements of qualifications under RFQ 8723 for the General Management
Survey of Utilities for the Water Utilities Department; and providing an effective date (RFQ 8723). The
Public Utilities Board recommends approval (6 - 0).
INFORMATION/BACKGROUND
Section 12.08(f) of the City of Denton Charter requires a General Management Survey of all city utilities
at least once every ten years. The last Utility Management Study was conducted in 2018–2019, meaning
the next study must be completed by 2028 to remain in compliance. Staff began the required process in
December 2024 by issuing a Request for Qualifications (RFQ) and subsequently began evaluating
consultant submissions. However, due to current operational priorities, staffing limitations, and the need to
better align the study with future budget planning, staff recommends delaying the full execution of the
Utility Management Study until Fiscal Year 2026–2027. This timeline remains well within the Charter’s
ten-year requirement and will support a more effective, coordinated, and high-quality study without
impacting ongoing utility operations or strategic initiatives.
In accordance with the Local Government Code 252.043, the City Council may reject any and all bids.
PRIOR ACTION/REVIEW (COUNCIL, BOARDS, COMMISSIONS)
On June 9, 2025, the Public Utilities Board (PUB) recommended this item to the City Council for
consideration.
RECOMMENDATION
Staff recommends rejection of all responses for 8723 for the General Management Survey of Utilities for
the Water Utilities Department.
