Exhibit 1 - Agenda Information SheetCity of Denton _____________________________________________________________________________________ AGENDA INFORMATION SHEET DEPARTMENT: Procurement ACM: Christine Taylor DATE: June 17, 2025 SUBJECT Consider adoption of an ordinance of the City of Denton, a Texas home-rule municipal corporation, authorizing the City Manager to execute a contract with FCX Performance, Inc. dba Instrumentation Services, for predictive maintenance testing services for the treatment plants and lift stations for the Water Production and Water Reclamation Department; providing for the expenditure of funds therefor; and providing an effective date (RFP 8754 – awarded to FCX Performance, Inc. dba Instrumentation Services, for three (3) years, with the option for two (2) additional one (1) year extensions, in the total five (5) year not-to-exceed amount of $200,000.00). The Public Utilities Board recommends approval (6 - 0). STRATEGIC ALIGNMENT This action supports Key Focus Area: Enhance Infrastructure and Mobility. INFORMATION/BACKGROUND The Water Production and Water Reclamation Departments rely on high-speed pumps and equipment that are critical to their respective operations. Early detection of potential issues is crucial to minimizing costly repairs and ensuring reliable service delivery. The Water Reclamation Department has successfully implemented a predictive maintenance program since 1997. This program utilizes advanced techniques such as Vibration Analysis, Oil Analysis, and Thermal Imaging to proactively assess the condition of critical equipment, including wastewater pumps, electrical gear, and aeration blowers. A specialized contractor conducts on-site assessments using cutting-edge equipment and provides user- friendly reports. These reports enable timely corrective action, extending the service life of these valuable assets and significantly reducing the risk of unexpected failures and costly emergency repairs. In addition, specifications were placed on the Procurement website for prospective suppliers to download and advertised in the local newspaper. Two (2) proposals were received, references were checked, and proposals were evaluated based upon published criteria including method and work plan, compliance with specifications, probable performance, and price. Best and Final Offers (BAFO) were requested from the top firm. Based upon this evaluation, FCX Performance, Inc. dba Instrumentation Services was ranked the highest and determined to be the best value for the City. RECOMMENDATION Award a contract with FCX Performance, Inc. dba Instrumentation Services, for predictive maintenance testing services for the treatment plants and lift stations for the Water Production and Water Reclamation Department, in a three (3) year, with the option for two (2) additional one (1) year extensions, in the total five (5) year not-to-exceed amount of $200,000. FISCAL INFORMATION These services will be funded through the Water Production and Water Reclamation’s operating budget account numbers 630100.7879.0001 and 640100.7879.0001. Requisitions will be entered on an as-needed basis. The budgeted amount for this item is $200,000. The City will only pay for services rendered and is not obligated to pay the full contract amount unless needed.
