SUBJECT
Consider adoption of an ordinance of the City of Denton, a Texas home-rule municipal corporation,
rejecting any and all competitive proposals under RFP 8758 Mental Health and Wellbeing Program for
the Human Resources Department; and providing an effective date (RFP 8758).
INFORMATION/BACKGROUND
The Purchasing Department, with the assistance of the Human Resources Department, solicited proposals
for a Mental Health and Wellbeing Program. As part of the City of Denton’s efforts to Build a Competitive
Total Rewards strategy, staff aimed to explore enhanced behavioral health resources, including specialized
services tailored for First Responders. The current contract with Responder Health, behavioral health
services for first responders, expired in 2024. The City also currently offers a general Employee Assistance
Program (EAP) through Optum. The solicitation included continuation of a standard EAP in addition to
wellbeing coaching, critical incident support, and related training. The current provider, Optum, offers EAP
services only and is in the final renewal term through December 31, 2026.
Due to budget constraints, the Fiscal Year 2025-26 Budget will not include expanded program services and
will be re-evaluated as part of the budget process moving forward.
In accordance with the Local Government Code 252.043, the City Council may reject any and all bids.
RECOMMENDATION
Staff recommends rejection of all proposals for Mental Health and Wellbeing Program for the Human
Resources Department.
