SUBJECT
Consider adoption of an ordinance of the City of Denton, a Texas home-rule municipal corporation,
rejecting any and all competitive proposals under RFP 8717 for the Removal and Safe Disposal of Sodium
Hydroxide within the Chlorine Scrubber at the Ray Roberts Water Treatment Plant for Water Production;
and providing an effective date (RFP 8717). The Public Utilities Board recommends approval (5 - 0).
INFORMATION/BACKGROUND
The City of Denton conducted a Request for Proposals (RFP) from vendors to remove the contents of a
chlorine scrubber, an engineered safety mechanism to remove the danger of chlorine gas in the event of a
leak on the two (2) chlorine storage tanks at the Ray Roberts Water Treatment Plant. The chlorine tanks
have been emptied on-site as the treatment plant moved to the liquid alternatives for chlorine. Since the
chlorine tanks are empty, the safety provided by the presence of the scrubber is no longer warranted, and
allows for the removal of the sodium hydroxide within the scrubber tank. In an effort to reduce costs, it is
recommended to reject these proposals. The requested work will be included in a larger chemical
improvement project taking place within the next year.
In accordance with the Local Government Code 252.043, the City Council may reject any and all bids.
RECOMMENDATION
Staff recommends the rejection of all proposals for the Removal and Safe Disposal of Sodium Hydroxide
within the Chlorine Scrubber at the Ray Roberts Water Treatment Plant for Water Production.
PRIOR ACTION/REVIEW (Council, Boards, Commissions)
On July 28, 2025, the Public Utilities Board (PUB) recommended this item to the City Council for
consideration.
