Exhibit 1 - Agenda Information SheetCity of Denton _____________________________________________________________________________________ AGENDA INFORMATION SHEET DEPARTMENT: Procurement ACM: Christine Taylor DATE: August 5, 2025 SUBJECT Consider adoption of an ordinance of the City of Denton, a Texas home-rule municipal corporation, authorizing the City Manager to execute a contract with Bean Electrical, LLC, EAR Telecommunications LLC dba EAR TC, Durable Specialties, Inc., and MasTec North America, Inc., for traffic signal construction services for the Traffic Department; providing for the expenditure of funds therefor; and providing an effective date (RFQ 8801 – awarded to Bean Electrical, LLC., EAR Telecommunications LLC dba EAR TC, Durable Specialties, Inc., and MasTec North America, Inc. for three (3) years, with the option for two (2) additional one (1) year extensions, in the total five (5) year not-to-exceed amount of $7,100,000.00). STRATEGIC ALIGNMENT This action supports Key Focus Area: Enhance Infrastructure and Mobility. INFORMATION/BACKGROUND City staff developed this Request for Qualifications to select a pre-qualified list of contractors with demonstrated experience in providing traffic signal construction services, including, but not limited to, providing the staff, equipment, supervision, and bonds and insurance to complete tasks associated with traffic signal removal or installation. The selected contractors will closely monitor the construction schedule for each signal and should begin construction (mobilize) within two (2) to three (3) weeks of receiving authorization from the City staff. This will ensure a timely completion of the overall work effort under this contract. The City has developed the following intersection list for traffic signal improvements (subject to change). Traffic Signals Ready for Construction: The following six intersections are ready to be constructed as the set of design plans has been signed and sealed, and unit quantities have been calculated and identified in the Unit Price Sheet. - Bell at Prairie - Hickory at Welch - Eagle at Bernard - Hickory at Ave. B. - McKinney at Wood - Lakeview at Shady Shores City Hall 215 E. McKinney Street Denton, Texas www.cityofdenton.com Upcoming Traffic Signal Design: The City anticipates an additional five new traffic signal installations. These intersections are not currently funded for construction, but staff will be actively seeking funding from different sources to get these signals installed. - Morse at Woodrow - Robson Ranch at I-35 - Robson Ranch at Cleveland Gibbs - Robson at Retail - Loop 288 at Hummingbird The total NTE amount is cumulative and is based on the estimated expenditure of upcoming traffic signal projects, as shown in the chart below: Project Description Estimated 5-Year Expenditure Signal Reconstruction Year 1 $1,500,000.00 Signal Reconstruction Year 2 1,000,000.00 Signal Reconstruction Year 3 1,000,000.00 Signal Reconstruction Year 4 1,500,000.00 Signal Reconstruction Year 5 1,500,000.00 Contingency for additional support hours 600,000.00 Total $7,100,000.00 The Request for Qualifications (RFQ) was reviewed by pre-set criteria that resulted in all four (4) contractors being pre-qualified. Each contractor will be provided the opportunity to bid on packages of work put forth by the City Traffic Operations Department. The contractor with the lowest bid and who meets the requirements of the project's schedule will be awarded the work. There is no guaranteed minimum amount of work under these contracts. This process will be repeated for each package of work for the entirety of the contract. Request for Qualifications was sent to 503 prospective suppliers, including 14 Denton firms, of this item. In addition, specifications were placed on the Procurement website for prospective suppliers to download, and advertised in the local newspaper. Four (4) statements of qualifications were received and evaluated based upon published criteria, including firm overview, resumes of key personnel, example projects, past performance, and work approach. Based upon this evaluation, the recommended award is to all vendors, Bean Electrical, LLC., EAR Telecommunications LLC dba EAR TC, Durable Specialties, Inc., and MasTec North America, Inc. RECOMMENDATION Award a contract with Bean Electrical, LLC., EAR Telecommunications LLC dba EAR TC, Durable Specialties, Inc., and MasTec North America, Inc., for traffic signal construction services for the Traffic Department, in a three (3) year, with the option for two (2) additional one (1) year extensions, in the total five (5) year not-to-exceed amount of $7,100,000. FISCAL INFORMATION These services will be funded from various project accounts as project jobs are created and funded. Requisitions will be entered on an as-needed basis. The budgeted amount for this item is $7,100,000.
