SUBJECT
Consider adoption of an ordinance of the City of Denton, a Texas home-rule municipal corporation,
rejecting any and all competitive proposals under RFP 8798 for the Employee Dental Plan for the Human
Resources Department; and providing an effective date (RFP 8798).
INFORMATION/BACKGROUND
The Human Resources Department oversees the City’s voluntary dental benefits contract as part of its
comprehensive employee benefits package. These dental benefits are available to both employees and
retirees, with the full cost of coverage paid entirely by the participant.
A Request for Proposal for these services was issued on March 21, 2025, and four (4) proposals were
received, including Humana Insurance Company, the incumbent. Following a thorough evaluation of the
proposals, the City started negotiations with the highest-ranked vendor, Humana. During these negotiations,
the City asked if the vendor would amend the existing contract to include a rate guarantee for a minimum
of two (2) plan years and plan performance guarantees as outlined within the proposal. These contractual
guarantees remain in place through the end of the current contract period on December 31, 2028.
In accordance with the Local Government Code 252.043, the City Council may reject any and all bids.
RECOMMENDATION
Staff recommends rejection of all proposals for RFP 8798 for Employee Dental Plan for the Human
Resources Department.
