7606 - Scope of Work          Materials Management Department 901-B Texas Street Denton, Texas 76209 Scope of Work for Roofing, Gutters, and Downspouts Installation, Maintenance, and Repair Services Request for Proposal (RFP)                   2 | Page      Name of Project: Roofing, Gutters, and Downspouts – Installation, Maintenance, and Repair Services Purpose: The City of Denton (“City”) seeks to establish an annual contract with a qualified, experienced Vendor(s) for Roofing, Gutters, and Downspouts for Installation, Maintenance, and Repair Services. The City intends to award a three (3) year contract with two (2) additional one (1) year options. All services shall be performed within the City limits at several different locations. Proposers may bid on one, more than one, or all of the following types of roof repair and replacement related services. 1. Gutter installation, repair, and replacement, including downspouts and leaders; 2. Fascia and soffit installation, repair and replacement; and/or 3. Roof repair and replacement SCOPE OF SERVICES: Vendor(s) shall provide all necessary roofing, gutters, and downspouts installation, maintenance, and repair services as needed by the City including, but not limited to: Gutters, including Downspouts and Leaders  Remove existing gutters, downspouts and leaders. Replace gutters with new materials meeting or exceeding the current building codes, using the longest length possible.  Repair or replace and install gutters and down-spouts with seamless commercial grade material to match existing gutters. Items that are to be replaced will be done with prior approval before removal.  All gutters shall be installed using current type or manufacturer recommended hangers meeting current building codes.  All end caps to be color matching stainless riveted.  Miters should be of quality to hold configuration of gutter, sealed, and pop-riveted.  Install heat tape in all gutters and downspouts. Existing soffit outlets can be used for a power source providing that they are adequately secured. 3 | Page     Leaders to be matching material or meeting current building codes, no pike, ferrules, or straps allowed.  Install new gutter leader tubes and screens on gutter repairs and new installation.  Gutters and leaders to be of matching baked finish or approved City Color.  Gutters shall be installed to allow for an installation and exposure to match existing gutters or to match current building codes. Cut back shingles or build out fascia as required by field condition.  Install edging with kick on all lower edges and where new gutters will be installed. Cut back roof if necessary.  The contractor shall remove and dispose of all gutters and leaders and same shall become property of contractor unless otherwise specified.  The use of steel nails is prohibited.  Installation of straps should be as per manufacturer’s recommendation and must meet or exceed current building code requirement.  Presence of the City’s representative at the project site in no way relieves the contractor of his contractual responsibility to provide proper on-site supervision and to complete and said project in accordance with the standard principals and sound roofing practices. Fascia and Soffit  Remove and replace all damaged soffit and fascia to include ledger board cover. Inspect for any rotten wood, replace as needed. The appointed City designee shall be contacted prior to large quantities of rotten wood replacement.  Prior to installation of new soffit and fascia materials, existing materials must be primed and painted to treat and seal existing rust on existing materials.  Replace any rotted soffit fascia boards that are to rotted to securely hold fasteners.  Form fit and install coil stock material to wrap all fascia.  Install vented soffit panels to match existing materials to enclose all soffits and maintain adequate ventilation through soffits. New installations will require approval of soffit panels.  Enclose all soffit with vented or solid soffit material and enclose all fascia boards with ne product with a baked finish to match existing. Color to be determined and preapproved by City. Soffit material must match existing materials to the satisfaction of the City and meet or exceed current building code.  Molding and trim on soffit to fit as tight as required by the siding manufacturer. 4 | Page     All existing soffit and fascia vents must be maintained.  Presence of the City’s representative at the project site in no way relieves the contractor of his contractual responsibility to provide proper on-site supervision and to complete and said project in accordance with the standard principals and sound roofing practices. Roof Installation, Repair and Replacement  Roof system shall comply with the initial and aged reflectivity required by the U.S. Federal Government’s Energy Star program.  Roof system shall meet the reflectivity and emissivity criteria to qualify for one point under the LEED credit category, Credit 7.2 Landscape & Exterior Design to Reduce Heat Island – Roof  Roof will be a UL Class A Roof.  Roof will have 1-90 Uplift Rating.  Where steep asphalt is specified, Type III or Type IV shall be used. Kettle temperature shall not exceed 500 degrees Fahrenheit. Application temperature shall not be less than 350 degrees Fahrenheit.  Where equiviscus temperature (EVT) and final blowing temperatures are supplied by the asphalt manufacturer, bitumen shall be heated to provide EVT at point of application and so as not to exceed blowing temperature for over (4) hours of operations. (EVT is an express temperature at +25%).  Fire extinguishers shall be provided by the Contractor and must be on site and operational at all times.  Existing roof membrane shall be scraped to smooth surface condition to a minimum of twelve inches (12”) back from termination day’s work.  New roof membrane shall overlap smooth twelve inch (12”) area of existing roof and be physically bonded and totally sealed water tight to this area.  Such additional repairs as are deemed necessary to provide a water tight seal shall be affected.  Materials used must be “like materials” of the roofing membrane in need of repair and shall be of compatible composition.  Roof cement must conform to a flashing grade cement, Bradco roof cement or approved equal.  Membrane must be asphalt saturated cotton membrane or fiberglass-based sheet material. 5 | Page     Steep asphalt shall be Steep Type III or IV.  Liquid cold asphalt “adhesives” shall not be used.  Single ply systems must be repaired with like materials per manufacturer’s specifications and requirements.  Proper tie-in to existing roof membrane must be adhered to.  Materials containing asbestos shall not be used. It shall be the responsibility of the Contractor to assure against any asbestos violations. In the event of any asbestos detection or suspicion, the Contractor shall immediately cease work, secure the area and contact the City. The Vendor(s) shall have operated a licensed gutter, fascia, soffit or roofing business for a minimum of five (5) years. 2. The Vendor(s) shall provide all labor, diagnostics, parts, equipment, tools, materials, permits, licenses, supplies, personal protective equipment, insurance and training to successfully perform all services in accordance with the specifications, terms, and conditions set forth herein. 3. The Vendor(s) shall comply with all applicable Federal, State, Local and City of Denton guidelines and regulations as they relate to roofing, gutters, downspouts installation, maintenance, and repair. 4. Warranty documents are required to be submitted to the City no later than ten (10) calendar days after completion of any project. 5. Site shall be left in good condition and free of any debris or trash daily. Contractor shall be responsible for clean-up and disposal of all waste, debris, cutting and vegetation, including those thrown or dragged by his/her machinery onto adjacent property and roadways, off of City property. The Contractor will be responsible for the disposal of all debris and shall not use on site dumpsters for any disposal. Area shall be kept as neat, clean, and orderly as possible during the repair and the work site must be in the same or better condition upon Contractor’s completion. Hours of Service: 1. Services shall be available 24 hours a day, 365 days a year. 2. The Vendor(s) shall respond to an emergency request within two (2) hours and be onsite within four (4) – (6) hours, of notification of the City. 3. The Vendor(s) shall respond to service requests with in four (4) hours.
