The scope of work shall be finalized upon the selection of the Firm. The respondent’s submission
shall have accurately described your understanding of the objectives and scope of the requested
products and services and provided an outline of your process to implement the requirements of the
Scope of Work and Services. It is anticipated that the scope of work will include, at a minimum,

This scope of work is for the proper environmentally sound disposal of Household Hazardous
Waste (HHW), and Small Quantity Generator, (SQG) waste collected by the City of Denton,
(COD) through the current and future collection programs.
Expectations:
The waste disposal contractor will provide Department of Transportation (DOT) certified
transportation including: manifest and labeling/placarding of collected HHW/SQG waste from the
COD Solid Waste and Recycling (SW&R Department) at 1527 S. Mayhill Rd. Denton, TX 76208
or other specified COD facility to contractor’s facility. The COD will call/email the contractor to
request pick up.
Disposal contractors will provide all Federal and State certifications, permits, & licenses necessary
for legal operation. Example; Environmental Protection Agency, (EPA), Dept. of Transportation,
(DOT), & any other applicable documents. A history of compliance or penalties with these
agencies is also required.
The disposal contractor will recycle as much HHW/SQG as possible collected from the COD Solid
Waste Dept. No landfilling of any HHW/SQG collected from the COD SW&R Department is
acceptable. Waste to Energy/Fuel Blend is acceptable, (cement kiln is acceptable).
Examples of Material to Manage:
Latex paint- sent to paint manufacturer for re-blend/resale.
Alkaline batteries- recycled-not landfilled.
Waste materials may be used for fuel blend/waste to energy.

GENERAL REQUIREMENTS
Prior to loading and after loading, the vendor will be directed to Weigh Station for empty
and gross weight. Weight information will be used to verify invoice data.
Provide any special requirements not outlined above.
Provide an example invoice sheet.
The waste contractor will also provide on an as needed basis:
Training to COD employees, full Hazardous Waste Operations and Emergency Response
& re-cert., oxidizer, Dept. of Transportation, segregating and packing of materials.
Telephone consultation with a chemist and/or program manager.
A designated representative available for periodic site visits.
The COD Solid Waste/Recycling Department will provide all personnel and equipment for
collecting, storing, segregating, packing, and loading of all HHW/SQG waste collected by the
COD SW&R Department. Any disposal contractor employees will be used as needed &
determined by the COD SW&R Department.
Any responding disposal contractor must demonstrate its capabilities and relevant experience
necessary to handle all aspects of HHW/SQG. and must comply with all Federal, State, and Local
laws and regulations.
The disposal contractor must be a sole proprietorship, partnership, corporation, or other legal
entity. The disposal contractor should state their understanding of the objectives and scope of the
requested services they plan to provide. The disposal contractor should discuss their vision of the
project and how they envision the working relationship with the City of Denton.
