Name of Project: 3D Laser Scanner System
The scope of work shall be finalized upon the selection of the Firm. The respondent’s
submission shall accurately describe the understanding of the objectives and scope of the
requested goods and services as well as provide an outline of the process to implement the
requirements of the Statement of Work.
1.0 Introduction/Background:
The City of Denton (The City) is interested in receiving proposals to contract with a qualified firm
for a 3D Laser Scanner System including all necessary computer equipment and
software/hardware for crash/crime scene documentation. The City of Denton Police Department
(The Department) uses a combination of documentation tools to record crash and crime scenes.
These methods include still photography, digital laser measuring devices, Total Station, 3D
laser scanner system, standard tape measure and diagramming software.
The Department desires to update its equipment capabilities to provide better documentation as
well as provide state of the art information for investigations, reconstructions, and court
proceedings. The Department looks to utilize the 3D laser scanner technology to capture fast,
straight forward, and accurate measurements and imaging of crash and crime scenes, including
ballistic trajectory estimation and bloodstain analysis.
2.0 Objectives:
The City is seeking a 3D laser scanner system that is rapid, user-friendly, and highly precise.
The objectives of this 3D laser scanner system are:
• Provide officers and investigators a portable way to capture accurate details of a
scene for accident investigation and crime scene reconstruction.
• Record scenes to permit officers and investigators to create defined 3D models
of scene for later analysis and case presentation.
• Allow for the extraction of exact measurements or the creation of 3D simulations
of accidents and crimes for use in reconstructive analysis and courtroom
proceedings.
The goal is to efficiently provide a decidedly through recording of crash and crime scenes for
total evidence recoding while enhancing citizen, officer, and investigator safety.
3.0 Scope of Work:
The 3D laser scanner system must have the ability to perform tracking and 3D rendering of
crash and crime scenes that vary in accessibility and conditions, including streets and highways,

residential and commercial buildings, confined spaces, and rural locations such as fields, parks,
or wooded and undeveloped areas. The rendering of scene locations by a 3D laser scanner
system must be able to be performed in varying lighting and weather conditions, such as day,
night, dusk, dawn, rain, and direct sunlight. For all of the aforementioned scenarios, the
rendering must be accurate and performed in an expedited manner in order to capture the full
3D data set of a scene prior to the deterioration of evidence, or so that a location, such as an
intersection or public area, may be reopened to the public. The system must have the
capabilities to generate formalized diagrams and video renderings of the processed scene for
purposes of reconstruction and court exhibits. Further, the system must be robust and
ruggedized to withstand the elements and rigors of working in outdoor environments. It must be
capable of being transported and set up within a short period of time on any particular crash or
crime scene. The system software must be intuitive and user friendly so that officers and
investigators do not need any extensive computer background in order to be trained to use it
efficiently. The system should offer long range, high accuracy 3D pulsed, dual axis
compensated laser scanner with integrated high-resolution digital camera with zoom video and
include lithium ion batteries and A/C adapter. The total package shall include minimum 5 year
warranty, 5 year service & maintenance contract, technical support, software and software
support and maintenance, on-site training, high-end VR ready laptop or tablet computer, tilt and
turn targets, tripods, and tripod stabilizers.
Vendor minimum capability and qualification criterion includes but is not limited to the following:
The applicant vendor must have at least 3 years of experience in providing 3D laser scanning
systems for use in crash/crime scene modelling and reconstruction. This vendor must offer a 3D
laser scanner system which has a proven track record of admissibility in Texas with no less than
4 cases. Vendor must provide complete information on all cases cited. The proposed scanner
must have undergone a validation study to confirm that the critical angle information computed
by scanning ballistic trajectory rods is accurate. Vendor must provide a copy of all validation
studies cited.
3.1 3D laser Scanner and Supporting Software/hardware Specifications
1. 3D Laser Scanner
a. Scanning range minimum of 130 meters
b. Class 1 laser
c. Dual axis compensator for leveling of each scan
d. Scan rate of up to 1 mil pts/sec
e. Ranging error rate no higher than 3mm
f. Equipped with compass and integrated GPS
g. Equipped with an internal HDR color camera
h. Ability to use scanner in inverse mounting
i. Digital hashing embedded within raw scans, ensuring integrity of scan
j. Onboard data storage or wi-fi interface to laptop or tablet
k. Certification of calibration
l. Onsite (automatic) scan registration with overview map
2. Supporting Software
a. Laptop or tablet computer capable of supporting Virtual Reality (VR)
applications and all software associated to crash/crime scene software

b. Crash/crime scene software used for creating 2D and 3D diagrams and
animations. Also capable of performing crash and crime scene analysis
(measurements/calculation used in traffic reconstruction, bullet trajectory
estimation, and blood spatter trajectory)
c. Ability to incorporate different file types into diagrams, such as
photographs and PDF’s into case folders via hyperlinks
d. USB Dongle or key access program license
e. Software use license
f. If software solution(s) is(are) comprised of different components, vendors
should identify cost of each component and each component’s
capabilities
3. Supporting Hardware
a. Tripod or other support system for 3D scanner head, including any
attachment mechanism
b. Power supply including any battery pack necessary to operate
c. Secure transport case for 3D scanner and accessories
d. Target set for assisting with accuracy of bullet trajectory calculations and
scene registration.
4. Warranty & Service
a. 5-year warranty on 3D scanner and supporting software/hardware, 5-year
service & maintenance contract, technical support, software and software
support and maintenance,
4.0 Task Identification:
The proposer shall provide a detailed description of what the 3D laser scanner system consists
of and all materials necessary to operate fully. The proposer shall provide the estimated time of
arrival on the 3D laser scanner system. The successful proposer will provide the 3D laser
scanner system equipment, materials, software, installation, delivery, warranty, support and
training necessary for successful 3D laser scanning.
The City will provide the designated staff necessary to help with installation of software on the
City side. The City will provide any and all LAN connections and Wireless LAN connections. If
there is the need for offsite data access The City will provide this. If the City experiences any
problems with the equipment The City is responsible for contacting the proposer.
5.0 Vendor Requirements:
The City’s relationship with the successful proposer is established by contract. It is important for
this contract to include confidentiality, data security, and similar provisions. This is most
important if the successful proposer will be maintaining, storing, accessing, or utilizing the
information collected about the organization’s workers.

6.0 Price Proposal Requirements:
Respondent shall clearly define, in their proposal, the proposed methodology to be used to
determine the price. Be specific on how the charges were calculated. Please provide any
quantity discount that may apply as well as any other discounts.
