The respondent’s submission shall have accurately described your understanding of the objectives and scope of the requested products and services and provided an outline of your process to implement the requirements of the Scope of Work and Services. It is anticipated that the scope of work will include, at a minimum, the following: This request is for the purchase and installation of LED lighting on all City owned and maintained athletic fields. The project will be done over a period of up to 4 years Specifications: 1. Product or Service needed A. The Parks and Recreation Department is seeking bids for the retrofit and installation of LED Athletic Field Lighting at the following locations: a. North Lakes Park 1. 6 Softball fields 2. 10 Soccer fields 3. 3 Football fields 4. 1 Driving range b. Evers Park 1. 11 Baseball fields c. Mack Park 1. 3 Baseball fields d. Denia Park 1. 4 Softball fields e. Fred Moore Park 1. 1 Baseball field B. Preference shall be given to bidders whose product can provide remote system monitoring that can track energy consumption and proper fixture operation. 2. Mandatory requirements A. The awarded bidder must provide photometric drawings for each athletic field that meet or exceed the following required minimum standards. a. North Lakes Softball - 50 foot-candles on infields and 30 foot-candles on outfields b. North Lakes Soccer – 30 foot-candles per field c. North Lakes Football – 30 foot-candles per field d. Evers Baseball - 50 foot-candles on infields and 30 foot-candles on outfields f. Evers Tee Ball – 30 foot-candles per field g. Mack Baseball - 50 foot-candles on infields and 30 foot-candles on outfields h. Roberts Field Baseball – 70 foot-candles infield and 50 foot-candles outfield. i. Fred Moore Baseball - 50 foot-candles on infields and 30 foot-candles on outfields j. Denia Softball - 50 foot-candles on infields and 30 foot-candles on outfields B. Lighting design and implementation must meet the specifications presented in the accompanying UIL Lighting Guide document. C. Lighting design must meet or exceed the specifications found in the accompanying Dark Sky Compliance Standards. D. Fixtures must operate on the supplied voltage of 240/480 volts. E. Equipment must be capable of individual fixture control and dimming. F. Equipment must be accompanied by software for system control and must possess “on at dusk” programming with multiuser password protected web access. G. All equipment must be rated for outdoor use and capable of withstanding harsh weather including freezing temperatures, precipitation, temperatures in excess of 110 degrees Fahrenheit and winds up to 80 mph. H. Bidder must provide training to staff for the routine maintenance of equipment and the operation of accompanying software. 3. Installation A. Prior to installation of new fixtures, the awarded bidder must inspect each light pole and certify that each unit if free of any structural issues including but not limited to corrosion, base failure, or weld degradation. B. Each pole must be inspected and certified by the awarded bidder for proper grounding. If proper grounding is not present, the contractor shall install all necessary components required to meet NEC standards. C. Upon completion of the project, all poles must be tested and certified to be free of any stray voltage. D. Alterations to existing poles shall be allowed to support new fixtures, however bidder must supply drawings that have been reviewed and stamped by an engineer. E. Existing fixtures must be replaced, retrofit bulbs are not allowed. All wiring that is must be appropriately sized SO cable or approved equivalent. G. Installer must fill or cap any existing holes and any new holes created by their work on each light pole. H. Installer will be responsible for the replacement/removal of control circuitry including contactors and relays. Circuit protection (breakers) will be supplied by the City of Denton with final connections made be the awarded bidder. I. Installer shall provide an accessible control method to be installed at each complex. Control box must be lockable and rated for outdoor use. J. Installer shall be responsible for final analysis of lighting after installation and provide the City of Denton a lighting report verifying the average light levels for each athletic field or athletic field section. 4. Maintenance A. Awarded bidder must be capable of responding and repairing inoperable equipment within 5 business days from notification. City staff will assist in troubleshooting failure due to fuses, breakers, and underground cables. B. Software licensing shall be performed by the awarded bidder, additional charges for this service must be disclosed in bid. C. Awarded bidder must provide all software and firmware updates for no less than 10 years at no additional charge. 5. Warranty A. Equipment including installed wiring, mounting hardware, fixtures and control products must possess a warranty of no less than 15 year for all labor and parts.
