SCOPE OF WORK
SECTION H, LANDSCAPE MAINTENANCE
The scope of work shall be finalized upon the selection of the Firm. The respondent’s submission
shall have accurately described your understanding of the objectives and scope of the requested
products and services and provided an outline of your process to implement the requirements of the
Scope of Work and Services. It is anticipated that the scope of work will include, at a minimum,
the following:
GENERAL CONDITIONS:
A. Contractor shall require all employees to report to work in clean uniforms, including shirt
and pants. Uniforms shall have the contractor’s name in a manner clearly identifiable to the
public. Contractor must insure that employees wear a shirt at all times.
B. Contractor and employees will be courteous to the public at all times while at the work site.
Conflicts or potential conflicts between required work and public use of a location should
be reported to the City Representative within 12 hours. Contractor shall remove any
employee that is incompetent or endangers persons or property. Employees will not consume
or possess alcohol or use or possess any illegal drugs or be under the influence of such while
on Owner’s property and or while carrying out the requirements of the contract. Contractor
shall immediately remove such employee from the worksite.
C. Every Monday morning the Contractor shall identify the areas his employees will be
working in that day/week and e-mail a list of the areas to the City Representative no later
than 9:00 a.m. If revisions need to be made to the proposed schedule, contractor must submit
a revised schedule to the City Representative upon notification of the revisions. The
contractor shall give their personal supervision to the work or shall have a competent
supervisor that is able to communicate with the City Representative on the jobsite at all
times during the process of the work, with the authority to act for the contractor and be
available for consultation to the City Representative. During each cycle, prior to completion
of the scheduled maintenance, a site inspection by the City Representative will take place.
Site inspections shall not be scheduled later than 2:00 p.m. Notice to correct or improve
will be given at this time.
D. Contractor shall supply all of his employees with adequate Personal Protective
Equipment.
E. Contractor must provide and maintain a point of contact from 7:00 a.m. until 5:00 p.m.
Monday through Friday. In the event that a call is handled by voice mail, a return call to
the City representative must be received within a maximum of one hour.
F. Invoicing must have the following requirements:
- Dates actual maintenance has taken place
- Total cost per location being billed
- Total cost of invoice
G. Invoice cycles/frequencies shall not exceed a two-week period. Weekly invoicing is
acceptable.
DEFAULT OF CONTRACT:
Should the contractor be determined by the City Representative to be in breach of contract due to
failure to perform to the specifications of the contract and/or non-performance of scheduled
mowing, contractor shall have 24 hours from receipt of written notice to staff the job and perform
as specified. If the contractor fails to meet these requirements, it shall be the City’s option to
utilize another contractor to conduct the mowing operations at an hourly rate. The cost
differential between the contractor’s price and the alternate’s hourly rate shall be deducted from
any monies owed the contractor.
MAINTENANCE OF SITES:
The maintenance of all sites shall include the following:
• The Contractor, prior to maintenance, will remove all litter and debris that would be
detrimental to the appearance of the site.
• Trimming shall be performed using mechanical devices and/or hand labor when necessary.
• All hard surfaces must be swept or blown clean after each cycle and this is to include the
stamped concrete where the end of the concrete meets the street.
• Clippings shall NOT be blown into the streets or roadways per City ordinance.
• Contractor’s personnel working in the medians and on roadways shall be required to wear
a safety orange vest and any other PPE required. Care should be taken to avoid conflicts
with oncoming traffic. All traffic regulations, per the Texas MUTCD (Manual on Uniform
Traffic Control Devices) shall apply.
• NO GLYPHOSATE may be applied to any City of Denton location.
• Trimming of perennial grasses/shrubs to occur one time, in the winter. Spoils are to be
removed and disposed of by contractor.
• All perennial grasses are to be uniformly trimmed back to an 18” height. Symmetry and
aesthetics are to be considered at the beginning of each location.
• All vegetative perennials (i.e.Scabiosa) are to be trimmed back close to ground. All
shrubby perennials (i.e. Salvia greggii) are to be trimmed back to a 24” height. All Red
Flowering Yucca are to have flower spikes removed.
• Accidentally cut or severed drip irrigation lines are to flagged or marked for repair. It is
the responsibility of the Contractor to notify the City if this occurs.
• Mulch to be applied at a 2” depth, PARD approved mulch required. Typical application
is of a hardwood or No-Float Cypress mulch.
