The scope of work shall be finalized upon the selection of the Firm. The respondent’s submission
shall have accurately described your understanding of the objectives and scope of the requested
products and services and provided an outline of your process to implement the requirements of the
Scope of Work and Services. It is anticipated that the scope of work will include, at a minimum,
the following:
The City is seeking a term contract for the supply of Landfill Spray-On Soil Stabilization/Dust
Control Additive. The chemicals are ordered as needed throughout the contract term. All
associated costs for materials and delivery to the City of Denton shall be included. Only the
proposed price will be paid and nothing else. That includes but is not limited to delivery costs,
freight, demurrage, environmental or impact fees, etc.
The delivery of Landfill Spray-On Soil Stabilization/Dust Control Additive chemicals must be
delivered FOB 1527 S Mayhill Rd. Denton Texas 76208, and unloaded at the City of Denton
Landfill. Deliveries of all chemicals are to be made between the hours of 8:00 a.m. -11:00 a.m.
and 1:00 p.m. - 4:00 p.m., Monday through Friday at 1527 S. Mayhill Road, Denton, Texas 76208.
Any spillage caused by supplier or supplier equipment while unloading shall be cleaned by the
operator/supplier at their expense. Supplier shall bill the City only for amount delivered excluding
spillage.
In the event the awarded successful supplier is unable to deliver the chemical product as proposed,
the supplier authorizes the City of Denton to purchase the product on the open market. For each
time the supplier is unable to deliver, the supplier further agrees to reimburse the City of Denton
for any amount over and above the IFB purchase price, provided; however, the awarded supplier
shall not be liable for more than a normal delivery.
The successful suppliers shall provide a copy of the most recent Safety Data Sheet (SDS)
(INCLUDE WITH PROPOSAL).

A. Must be Biodegradable.
B. Must be Non-Hazardous and Non-Toxic.
C. Must dry clear and odorless.
D. Must be non-dissipating (Will not rinse away with water once cured).
E. Must be customizable with pigments for color options.
F. Must be a prime synthetic copolymer dispersion.
G. Must be ecologically & environmentally friendly.
H. Must control dust.
I. Must be able to prevent stockpile erosion.
J. Must be able to create a strong and resilient, yet flexible surface that can withstand
intense environmental conditions from several weeks to years.
K. Must be able to be dispersed by a water truck.
L. Must be non-corrosive and safe for all equipment.
M. Must be non-slippery and safe to drive & walk on once cured.
N. Must dry flexible/elastomeric (Not brittle).
O. Must be non-tracking & non-transferable.
P. Must be non-leaching (Will not continue to seep into soil or groundwater).
Q. Must be human, animal, marine & vegetation safe.
R. Must have a cumulative effect with maintenance.
S. Must be ultraviolet ray resistant.
T. Must self-mix with water for diluting (Prior to applying to the soil).

U. Must be PM10 & PM 2.5 compliant (Stops dust particles of 2.5+ microns in size).
V. Must be Non-Flammable.
W. Must be Non-Carcinogenic.
X. Must be Non-Combustible.
