7820 - Scope of WorkRFP #7820 Scope of Work Vehicle Wash Retrofit-Rebuild The scope of work shall be finalized upon the selection of the Firm. The respondent’s submission shall have accurately described your understanding of the objectives and scope of the requested products and services and deliver an outline of your process to implement the requirements of the Scope of Work and Services. It is anticipated that the scope of work will include, at a minimum, the following: PURPOSE The City of Denton’s Solid Waste and Recycling Department is seeking a firm to perform tasks associated with design, demolition, build, maintenance, and supply (turn-key job) per this scope and as specified in the City of Denton Development Services Department codes or requirements. The location of this project is at the Solid Waste Vehicle Wash Facility located at 1251 S Mayhill Rd Denton, TX 76208. SUBMISSIONS Additional information clarifying the service proposal shall be attached to their submission. Pricing must include all costs as detailed in the specification. Any special fees, permits, commissions, etcetera must be included in the quoted price. Item pricing shall be mutually exclusive; thus, the City of Denton reserves the right to choose the best-valued item from different vendors. The selected vendor shall provide all design, project management, material, equipment, tools, and labor, necessary to complete this turnkey project. The following evaluation criteria will be utilized for the selection of the firm. Project Schedule- 20% Specifications- 30% Price- 30% Probable Performance- 20% GENERAL REQUIREMENTS AND SPECIFICATIONS This is a Design, Demolish, Build, Maintenance, and Supply Turn Key-Project. A schedule will be provided for design regarding the scope of work. A schedule will be provided for the removal (demolition) of existing equipment, and preparing the facility for replacement equipment. After installation and completion of replacement equipment, a 5-year maintenance and supplies contract will be awarded. RFP #7820 Scope of Work Vehicle Wash Retrofit-Rebuild Utilities Available:    Electric, up to 150kva.  Water, two-inch metered, potable.  Water, two-inch metered, non-potable (effluent).  Natural gas. Equipment Removal  Removal of (demolish) Kondor Wash System and structure supports.  Removal of (demolish) V-Max Wash System and structure supports.  Removal of all C-START software and hardware (information kiosk).  Existing high-pressure pumping system and all associated equipment and electrical components, plumbing, piping associated with each, including pumps, water softeners, pressured air lines, and components, gas lines and components, information boards.  The contractor is responsible for the proper disposal of all equipment removed.  The contractor is responsible for preparing the facility for replacement equipment. Replacement Equipment  Six (6) total complete 4,000psi, electric driven natural gas-fired high-pressure hot water steam cleaning units and all the necessary plumbing and components to have degreasers, soap, and rinse options, equal to or better than existing Alkata steam cleaner.  Installation of replacement equipment with all associated control units, high-pressure plumbing, piping, mounts, hoses, guns, triggers, sensors, holders.  Electrical components, including hardware and software and communication components  Plumbing of gas systems components  Equipto Industrial Steel Catwalk Platform (or equivalent) at east and west wall of commercial vehicle wash. Must meet OSHA compliant standards.  The contractor will be responsible for all requirements per the City of Denton Development Department, including design plans, drawings, permits, and fees associated with the project. RFP #7820 Scope of Work Vehicle Wash Retrofit-Rebuild Maintenance, Service, and Supplies  Flat monthly rate (fee) for monthly maintenance and repairs as needed indicating all  services required for components as outlined throughout this scope of work, and  recommendations by the manufacturers of the newly installed power washing units  and components.   Flat monthly rate will include travel, shipping, labor, vehicles, tools, replacement of  wear and tear items, any breakdown, malfunctions,   Provide  a  24/7  contact  and  respond  time  of  12  hours,  including weekends  and  holidays  Provide an example invoice sheet.  Include monthly or as-needed work orders with details on equipment checkpoints, components checkpoints, and supplies management.  The awarded party will be responsible for the winterization of all equipment and components.  Send email monthly report to appropriate City representative.  Make recommendations on amounts of supplies needed per unit, per month, per vehicle using the facility. Detergents and Storage Containers  The selected vendor will make recommendations on detergents and cleaning liquids to be used.  The detergents and cleaning liquids recommended will be environmentally friendly and will not  pose a health hazard to the end user.  Include unit pricing for the recommended storage containers   330-gallon tote  55-gallon drum  30-gallon drum  Make recommendation, if other supplies are needed Environmental Considerations   Discharge water is currently collected and contained in catch basins/sandtraps. The discharge water is then loaded into 8000 gal water truck. The water is used to mitigate dust control at the landfill, used on gravel roads and other dust producing areas. This process is performed by City staff. RFP #7820 Scope of Work Vehicle Wash Retrofit-Rebuild  An average of twice a year the sand traps/ grit traps are cleaned out by the Waste Water collection vacuum truck and disposed of accordingly. This process is performed by City staff.  The system will operate with non-potable (effluent) water and secondary potable water if needed.   Figure 1. Large Truck Wash Bay.
