Scope of Work
Provide Debt Management Software
RFP # 7840
The Scope of Work shall be finalized upon the selection of the Firm. The respondent’s submission shall
have accurately described its understanding of the objectives and scope of the requested products and
services and provided an outline of your process to implement the requirements of the Scope of Work
and Services. It is anticipated that the Scope of Work will include, at a minimum, the following:
GENERAL
The City of Denton Finance Department is seeking proposals from firms offering Debt Management
Software to assist with compliance, tracking, and management of the City’s debt issuances. In addition,
due to GASB 87, the City prefers the software to also track certain lease assets and liabilities. The City
prefers that the software be a vendor hosted web portal with access for 10 or more City staff members.
The specifications contained herein describe the minimum requirements of the City and any omission
shall not relieve the vendor of furnishing quality service in a timely manner.
Proposer/Bidder must satisfy the following requirements to be considered and provide evidence
of such:
Debt:
1) Firms shall have the capability in all respects to fully perform the services or provide the goods
specified and have the experience necessary to assure good faith performance of the contract.
2) The software shall be a tool that allows the City to manage its debt.
3) The software shall allow for multiple tracking methods including, but not limited to:
o Debt Type
o Issuance
o Internal Fund
o Purpose (Project)
o Source of Payment (Ad Valorem Tax, Revenue, etc.)
4) The software shall be able to generate debt service schedules, amortization schedules, and
outstanding debt schedules via PDF and Excel.
5) The software firm shall provide all technical support for its software, including a toll‐free
number for City personnel to obtain technical support or dedicated representative.
6) Software shall provide a repository to upload and track all bond related documentation.
7) Software shall be password protected and accessible to authorized staff from any location.
8) Information shall be secure with respondent responsible for maintaining the security of all data
entered into the software.
9) Software must be able to support multiple concurrent users.
Leases (Optional):
1) Firms shall have the capability in all respects to fully perform the services or provide the goods
specified and have the experience necessary to assure good faith performance of the contract.

classifications.
3) The software shall allow for the capability of providing outflow and deferred inflow journal
entry adjustments.
