The respondent’s submission shall have accurately described your understanding of the objectives and scope of the requested products and services and provided an outline of your process to implement the requirements of the Scope of Work and Services. It is anticipated that the scope of work will include, at a minimum, the following: SCOPE OF WORK AND SERVICES The City of Denton owns numerous parks, rights-of-way, medians, and other public properties. Parks and Recreation provides grounds maintenance to these properties for the safety and aesthetics of our citizens. Parks and Recreation is seeking a contract for the trimming of various trees throughout our parks system as well as a long term contract for storm damaged tree trimming & removal services as needed. PART A – FIVE YEAR CONTRACT FOR TREE TRIMMING & TREE REMOVAL SERVICES AS NEEDED The City of Denton requests a submission of hourly rates for tree trimming & tree removal that may be needed. The unit prices provided herein may not be considered as a factor in determining the award The City of Denton reserves the right to accept or reject additional hourly labor and equipment rates. A. TECHNICAL RESPONSIBILITIES AND REQUIREMENTS 1. GENERAL INTRODUCTION The objectives of this tree trimming & removal contract are to provide a safe and aesthetic environment to the general public. The objectives are to be achieved while maintaining positive relations and utilizing sound environmental and horticultural practices as outlined in ANSI A300 Standard Practices for Trees, Shrubs and Other Woody Plant Maintenance. All of the work performed by the Contractor shall be subject to audit by Parks and Recreation at any time. Any work that Parks and Recreation determines does not meet the minimum standards or performance criteria shall be corrected at the Contractor’s sole expense, as provided in these specifications or contract. IFB # 7898 Supply of Tree Trimming & Tree Removal Services Scope of Work RFP # 7898 Page 2 of 5 PRUNING OBJECTIVES Pruning objective should be established prior to beginning operation. ANSI A300 Standards provides two basic objectives. 1. Hazard Reduction Pruning (HRP) - Recommended when the primary objective is to reduce the danger to a specific target caused by visibly defined hazards in a tree. For example, HRP may be the primary objective if a tree had many dead limbs over a park bench or sidewalk. 2. Maintenance Pruning MP – Recommended when the primary object is to maintain or improve tree health and structure and includes hazard reduction pruning. PRUNING TYPES 1. Crown Cleaning – Consists of the selective removal of one or more of the following items: Dead, dying or diseased branches, weak branches and water sprouts. 2. Crown Thinning – Consists of the selective removal of branches to increase light penetration, air movement and reduce weight. 3. Crown Raising - Consists of the removal of the lower branches of a tree to provide clearance. (Generally 8 feet over sidewalks, 14 feet over streets) 4. Crown Reduction or Crown Shaping – Decreases the height and/or spread of a tree. Consideration should be given to the ability of the particular species being able to tolerate this method of pruning. 5. Vista Pruning – Selective thinning of framework limbs or specific areas of the crown to allow view of an object. 6. Crown Restoration – Improve the structure, form and appearance of trees that have been severely headed or vandalized. TREE REMOVAL AND MAINTENANCE TIMES The contractor shall conduct tree removal and tree maintenance Monday through Friday. Saturday tree removals and tree maintenance must be approved by the Parks and Recreation Department representative. No Sunday work will be conducted or requested except in the case of emergency. Hours of operation are between 7:00AM and 5:00PM, except in the case of emergency. Normal Response Time All tasks shall be accomplished on an as-needed basis with no more than five (5) workdays response time once successful bidder is notified except in case of emergency situations or storm damage. IFB # 7898 Supply of Tree Trimming & Tree Removal Services Scope of Work RFP # 7898 Page 3 of 5 Emergency Response Time In emergency situations the successful bidder shall be able to respond within 24 hours. The successful bidder shall provide the City representative with a 24-hour emergency phone number. Emergency shall include situations where trees pose an eminent danger to life or structures. In the event of a storm, high winds, hail or other natural occurrence, when specifically requested by Parks and Recreation Department, the contractor will make crew(s) available within 24 hours to perform damaged and hazardous trees or limb removal. SPECIFIC PROCEDURES Work Requests The City of Denton will present the Contractor with a Tree Work Request. The request will specify tree removal, hazard reduction pruning, or maintenance pruning as defined in the most recent edition of ANSI A300, Standard Practices for Trees, Shrubs and Other Woody Plant Maintenance. At the City’s request, contractor will review assigned work sites with City representative and provide the City representative with a written estimate of number of crews and hours needed to accomplish the assigned work. Contractor will not proceed until City representative has provided notification to proceed on each work request. Once work request is authorized and started, Contractor may not pull off the job site until all work is completed. In the event that work request will take more than one (1) day, the jobsite will be clean of debris by the end of the day and it is understood that Contractor will be back on the job site at the start of the following day. Review of Work The Contractor shall notify Parks and Recreation when they have completed a project at a specific location. The Parks and Recreation representative shall audit the scope and quality of work before approval of payment. The Contractor shall not be compensated for any work that does not meet Parks and Recreation quality standards or the ANSI A300 standards unless that work is corrected to Parks and Recreation quality standards at the Contractor’s sole expense. Contractor shall submit a weekly tally of trees pruned and/or removed to the Urban Forester. Restrictions and Requirements Contractor will be required to have a Certified Arborist, accredited through the International Society of Arboriculture, on staff. The Certified Arborist should be expected to make regular appearances at the job site for supervision and will serve as the primary contact to the City of Denton. IFB # 7898 Supply of Tree Trimming & Tree Removal Services Scope of Work RFP # 7898 Page 4 of 5 Only rope and saddle climbing gear without climbing spurs or spikes will be allowed for pruning live trees. No aerial lift equipment will be used in unpaved areas, unless approved by a Parks and Recreation Representative for a specific project. Established barricading and safety guidelines must be utilized when pruning operations occur adjacent to city streets and the contractor will follow the most recent edition of the Texas Department of Transportation Manual Uniform Traffic Control Devices (MUTCD) Restrictions and Requirements (Continued) Safety requirements established by the most recent edition of ANSI Z133 Safety Standards must adhered to within the work zone at all times. Pruning shall only follow ISA’s Tree Pruning Guidelines or most recent edition of ANSI A300 Pruning Standards, and ANSI Z133 Safety Standards. Contractor will dispose of all debris resulting from their tree removal and pruning operations unless different arrangements have been made with the Parks and Recreation representative. Stumps Contractor is responsible for grinding the stump to a depth of 12 to 18 inches. Stump grinding shall be performed and completed by the time of the final project invoice. Crews, Equipment and Personal Protective Equipment Manual crews shall consist of at least two persons. All manual crews shall have the following minimum equipment: a. One split dump, equipped with such other equipment necessary to safely perform all types of work required by this contract in accordance with all applicable laws and safety regulations. b. One 12” or larger drum chipper or disk type chipper capable of blowing chips into the dump box. c. All of the required and proper PPE for each employee involved in tree care. Specifically, the PPE listed in ANSI Z133 such as hearing protection, face shields, eye protection, and cut-resistant leg protection. However, ALL of ANSI Z133 shall apply. IFB # 7898 Supply of Tree Trimming & Tree Removal Services Scope of Work RFP # 7898 Page 5 of 5 All vehicles and equipment shall be kept clean, in good working condition and maintain a professional appearance Standard equipment shall include at a minimum: working chainsaws in various sizes depending on the work at hand; ropes, saddles and all other necessary climbing gear; any hand tools, spare equipment and spare parts necessary for safe, efficient operations. All trucks and chippers shall clearly display company logos or wording and vehicle numbers. Truck markings should be visible from either side. Also, the markings should at least be large enough to be legible from a distance commonly encountered in traffic, i.e., several car lengths or across a four-lane intersection. All trucks, chippers, and equipment will not be parked overnight on City of Denton work sites. A parking location will be furnished to the contractor by the City. All contract employees shall begin and end their day at the parking location. Contractor’s Employee Appearance and Conduct Contractor’s employees shall maintain professional conduct and neat appearance at all times and shall wear clothing (such as T-shirts, sweatshirts, jackets, etc.) displaying Contractor’s color and/or emblem. Contractor’s employees shall adhere to the following guidelines. However, the following guidelines are neither intended to be nor should they be considered to be inclusive. (1) Crews shall be courteous to the general public and City of Denton Employees at all times. (2) Crews shall not engage in “horseplay” while at work. (3) Crews shall refrain from using language that is profane, boisterous, derogatory, racial, or of an ethnic nature (5) Crews shall not use homeowner’s property (i.e. patios, picnic tables, etc.) for breaks. (6) Crews shall not leave refuse from lunches, etc. on private property or public property. (7) Crews shall refrain from climbing over or standing on any fence, pavilion, bridge, container, or any other privately or publicly owned structure. (8) Crews shall adhere to both OSHA and ANSI Z133 Standards. If there is a discrepancy, the more stringent shall apply.
