RFP #7969 Industrial Electrical Services for Water Utilities
I. Introduction
This solicitation is to establish a 3‐year service contract with two 1‐year options to renew to
provide maintenance, repair, emergency inspections, testing and troubleshooting for electric
switchgear and power systems within the Water Utilities department of the City of Denton.
These services shall include predictive and preventive maintenance, inspecting, testing,
troubleshooting, repair and/or possible replacement of electrical equipment. Goods and
services under this agreement will be ordered on an as‐needed basis for the term of the
agreement.
II. Pre‐Bid Meeting
During the solicitation process bidders are required to limit their communication regarding this
project to the Buyer referenced herein. A pre‐bid meeting will be held by the City whereby the
bidders will have an opportunity to ask the requesting department(s) questions and/or obtain
clarification. The pre‐bid meeting will be the only time when bidder and requesting
department(s) will communicate directly, thereafter, all communication associated with this
project shall be address to the assigned Buyer.
III. General Requirements
Electric overhaul shall mean the removal, inspection, evaluation, repair, installation, and
start‐up of unit including all labor, parts, materials, etc., required to return the failed unit back
to manufacturers’ original specifications.
Bidders shall, upon request by the City, furnish a list of subcontractors that may be used for
work that may fall directly out of their area of expertise. This may include services such as
vibration analysis, infrared photography, and concrete work for duct bank installation, etc. All
subcontractors must have all permits and/or licenses required from the local, state and
federal authorities before authorization to work.
The City departments will determine schedules and scopes of projects based on equipment
needs and notify the Contractor when services are necessary.
Emergency services related to industrial electrical systems owned by the City of Denton.
If out‐of‐service equipment is deemed critical by the City of Denton and presents an
emergency, the Contractor shall have a crew on‐site within two (2) hours of receiving verbal
notification to evaluate the situation and start work if applicable.
The Contractor shall furnish all items, articles, materials, supplies, etc. necessary to perform
the contracted services mentioned in this specification. This shall include, but not be limited
to personal protective devices (such as gloves, goggles, safety shoes, etc.), voltage ohm meter
tester, current monitors, other miscellaneous test equipment, tools, vehicles, ladders, etc. the
City of Denton shall not provide any equipment necessary to complete the job, this includes
company owned transportation equipment.
Any work performed as part of this contract shall be warranted for 1 year. In the event, the
repaired component fails within the warranty period, the contractor shall be responsible for
the repair, including the labor costs incurred during the repair.
The Contractor shall not sell, sublet, assign or re‐assign any portion of the contract to any
other person or persons, without prior written approval of the City of Denton.
All damages caused by misuse, carelessness, neglect, abuse or work performed by unqualified
and/or unlicensed personnel shall be the responsibility of the Contractor to correct and or
repair/replace the damaged unit at the Contractor’s expense, to the satisfaction of the City.
All repair and parts replacements must meet or exceed the manufacturers’ original
specifications and comply with all agencies and codes with standards applicable to electrical
repair.
A written report including recommendations for corrections shall be submitted to the
Maintenance Supervisor or authorized personnel upon completion of each inspection. The
report should consist of troubleshooting/inspection findings, recommended repairs or
replacement parts, estimated cost breaks down, and an estimated completion date.
The report should be in a Microsoft Excel spreadsheet or Word document, or any similar
programs compatible with Microsoft that can be sent electronically.
IV. Scope of Work
The City of Denton is requesting proposals for electrical services at its industrial facilities within
the Water Utilities department. Electrical systems within these facilities include systems with
incoming voltages of 14.2kv which get stepped down from 4160v to 120 volts. Services covered
under this contract shall include:
Troubleshooting, repairing, overhauling and replacing of electrical systems from 120 volts to
14.2k volts
Installation of power quality monitors and other devices to aid in troubleshooting electrical
equipment
Evaluate condition of wiring by conducting insulation testing and hipot testing
Updating existing infrastructure (breakers, wiring, monitoring devices such as GE Multilins)
Periodic preventive maintenance activities on motor control centers, variable frequency
drives, transformers, breakers, etc to include:
o Cooling system checks and repairs
o Diaphragm or bladder leak check and repairs
o Testing all controls, relays, and gauges and repair as needed
o Testing and repairing all alarms and annunciator points, thermometers, and oil level
gauges
o Inspecting and repairing pressure relief, sudden pressure relay and Buchholz relay
o Test alarms, fan and pump controls and repair as needed
o Inspect bushings, cleaning/waxing, and Doble testing
o Any additional testing and repairs to ensure long‐term reliability of these systems
In the event any electrical component needs to be transported, the contractor shall be
responsible for arranging its delivery to the repair location.
V. Location of work
Location of work under this scope shall be at any of the City of Denton Water Utilities sites,
including but not limited to:

VI. Experience/Location Requirements
The bidder shall have at least 10 years of experience in the installation, service and
troubleshooting of industrial electrical systems
The Primary Contractor(s) shall have all permits and/or licenses required from the local, state,
and federal authorities at the time the bid is submitted. The Contractor shall be responsible
for all charges for these permits and licenses. All permits and/or licenses are to be turned in
with bid packet.
The City reserves the right to inspect each primary bidders’ shop, and other facilities they
deem necessary as a part of the award process. The primary contractor is responsible for any
work done by the subcontractor. If the City deems the subcontractors work unsatisfactory,
the primary contractor will have 30 days to replace said subcontractor.
The bidder’s experience portfolio shall include significant work in water/wastewater
utilities, specifically, with systems related to pumps, motors, mixers, ozone generation,
hydraulic and pneumatic systems
The bidder shall have a local office in the North Texas region and be able to respond to
emergencies within 1 hour.
VII. Staff Requirements
The Contractor shall furnish certified and qualified trained and competent professionals to
perform inspection, testing, and troubleshooting in the field. Please note not all shop
personnel are required to have an electrical license. The certification/ training program(s)
attended by Contractor’s personnel were applicable shall cover the following areas of
expertise as a minimum for electrical switchgear: NETA MTS‐2001 or most current standard,
ANSI/NETA ETT‐2000 or most current standard, EASA AR‐100 or most current standard, PEARL
Reconditioning Standard or most current standard, EPRI‐GEP or other nationally recognized
and approved agencies. ANSI/NETA ETT‐2000, “Standard for Certification of Electrical Testing
Personnel or most current standard”.
VIII. Parts
The contractor will be allowed to charge the City their cost plus no more than 15% mark‐up
on any parts purchased for a specific project.
Any parts purchased outside of a project shall be sold to the City at the standard retail rate.
The vendor shall have full capability to install, program, troubleshoot and maintain GE
Multilin units.
IX. Proposal Requirements
The proposal shall contain a description of the company and its history
The proposal shall contain a list of staff located in the North Texas region, title, length of
time with the company and certification levels achieved
The proposal shall contain a list of non‐local resources available to the vendor (outside of
the N. Texas area, out of State, etc)
The proposal shall contain at least three references of similar background to the City of
Denton and where similar work to the referenced work on this request for proposal has
been performed
The proposal shall include the name of any subcontractors that may be used by the vendor
in accomplishing tasks outside of their scope
The proposal shall include a rate structure in accordance with the pricing sheet included
with this request
