7614-1 - Scope of Work-Technical Specifications RFP# 7614-1 EXHIBIT 3 Scope of Work/Technical Specifications RFP # 7614-1 The scope of work shall be finalized upon the selection of the Firm. The respondent’s submission shall have accurately described your understanding of the objectives and scope of the requested products and services and provided an outline of your process to implement the requirements of the Scope of Work and Services. It is anticipated that the scope of work will include, at a minimum, the following: The City is seeking a term contract for the supply of odor control chemicals used in the Landfill. The chemicals are ordered as needed throughout the contract term. All associated costs for materials and delivery to the City of Denton shall be included. Only the proposed price will be paid and nothing else. That includes but is not limited to delivery costs, freight, demurrage, environmental or impact fees, etc. The delivery of Odor Control chemicals must be delivered FOB Denton, to and unloaded at the City of Denton Landfill. Deliveries of all chemicals are to be made between the hours of 8:00 a.m. - 11:00 a.m. and 1:00 p.m. - 4:00 p.m., Monday through Friday at 1527 S. Mayhill Road, Denton, Texas 76208. Any spillage caused by supplier or supplier equipment while unloading shall be cleaned by the operator/supplier at their expense. Supplier shall bill the City only for amount delivered excluding spillage. In the event the awarded successful supplier is unable to deliver the chemical product as proposed, the supplier authorizes the City of Denton to purchase the product on the open market. For each time the supplier is unable to deliver, the supplier further agrees to reimburse the City of Denton for any amount over and above the RFP purchase price, provided; however, the awarded supplier shall not be liable for more than a normal delivery. The successful suppliers shall provide a copy of the most recent Safety Data Sheet (SDS). ODOR CONTROL CHEMICALS A. Must be Environmentally Friendly. B. Must be 100% Biodegradable. C. Must be safe for Aquatic Life. D. Must be safe for use around personnel. E. Must be recognized safe in the food industry. F. Must be Non carcinogenic. G. Must be Non-acidic or caustic. H. Must be non-hazardous, non-irritant and safe under CHIP/COSHH/REACH. I. Must be able to be head space sprayed at a concentration as low as 500:1 with water or equivalent. J. Must be able to be direct sprayed onto waste material at concentrations low as 50:1 with water or equivalent. K. Must be able to be dispersed by water truck at a 1:500-1500 ratio with water or equivalent. L. Must be able to control Legionella at a concentration as low as 150:1 with water or equivalent. M. RFP pricing and invoicing should be by the gallon. N. Must have various scents available like- un-fragranced, Fresh, Berry, Wild Mint and Citrus or equivalents. O. Must be able to provide documentation stating that the odor control being bid is a non-irritant in neat formulation or in 50% dilution in water. P. The odor control chemical highly preferred for our uses at the landfill will need to be a biodegradable, environmentally friendly formula because of the proximity we use the chemicals to our internal and external customers because we are always concerned with the health and safety of our customers and being good stewards to the environment.
