1.0 Introduction/Background:
The City of Denton Jail is searching for qualified candidates to upgrade the
existing jail door control system. The current system has an obsolete software that
requires updating and the City has chosen to upgrade the system to a market ready
available system.
2.0 Objectives:
The goal of this project will be to ultimately upgrade the system with minimal downtime. To
achieve this goal, the objectives are:
Upgrade the software to currently available software.
Upgrade the necessary controllers but leave the relay boards.
Update the interactive map when loading the new software.
Perform a hot cutover to minimize downtime. This means stand the new system up on
a new computer and hardware components required then switch over the old relay
boards to the new board.
3.0 Scope of Work:
The desired scope of work will be to upgrade the existing jail control system using new software
and a new PLC controller but leaving the relay hardware in place since its still available on the
market today.
4.0 Task Identification:
The minimum set of tasks to complete this scope of work, but not limited to this set of tasks, are:
1. Upgrade the Omron system to include a new software loaded onto a server provided by City of
Denton.
1. Basis of Design is the Omron Indusoft V2020 or the Omron Aveva Edge V2020.
2. Load a client software onto the local PC to be housed inside the control room.
3. Load a client software onto the local PC to be housed inside the booking counter.
4. Provide an override feature that can lock the booking counter station in the event its immediate
surrounding is compromised.
5. Extract all possible data from the existing system to work as a platform to the upgrade.
6. Ensure that all lock and latch monitoring sensors are identified as working or in need of
repair. These in need of repair shall be notified in writing to the owner as soon as noticed.
7. The upgraded software shall function the same as the existing software and be mouse
controlled.

4. Camera streams are not automated but instead are displayed on wall mounted monitors
and not part of this scope.

5. Doors opening counts are not a desired feature.
8. Provide an updated floor plan showing the new sally port doors, outer sally port doors, and jail
lobby configurations.
9. Add one relay input for connection to the building access control that only controls jail lobby
door.
10. Provide a complete turnkey system using existing hardware and providing new software,
software loads, and software configuration.
1. Basis of Design includes:
1. Replace obsolete CJ1G‐CPU **PLC CPU with equivalent CJ2**CPU
2. Replace PLC Power Supply with a new Omron CJ series
11. PLC Program shall be provided to the Owner as follows:
1. Hard Copy printout
2. Program owner provided external hard drive.
3. All programs stored on the hard drive of the programming data terminal only accessible
through appropriate level of password protection.
12. Training requirements

1. Provide Operator and Administrator manuals
1. Include screen shots of button usage
2. Include different chapters for Administrative and User/Operator
3. Provide on thumb drive AND on the system computer

1. This is sequential order of items to follow when training staff.
2. Include one for Administrative and one for User/Operator.

3. Operator User Training – (2) sessions of (2) hours

5.0 Vendor Requirements:
Bidding vendors are required to be certified on the Omron software and source their products
locally within the United States direct from manufacturer or using manufacturer-authorized
distributors. Only distributors located within the United States will be considered as approved
sources.
6.0 Price Proposal Requirements:
Respondent shall clearly define, in their proposal, the proposed methodology to be used to
determine the price. Be specific on how the charges were calculated. Please provide any
quantity discount that may apply as well as any other discounts.
