Scope of Work
IFB #8045 Supply of Secondary Pedestals
A. PURPOSE
The City of Denton is providing information that will allow prospective suppliers to prepare
submissions to supply Secondary Electric Connection Pedestals. The products will be received
and distributed through a centralized distribution center located at 901B Texas Street, Denton, TX
76209. Orders will be placed as needed over the contract term.
B. SUBMISSIONS
Submissions shall be provided using the IONWAVE, with supporting documentation as required.
Additional information clarifying the supplier’s product may be attached to their submission.
Pricing shall include all costs to deliver goods as specified in this specification. Any special fees
or commissions, and all freight for delivery to the City of Denton Warehouse and unloading costs
must be included in the quoted price. Item pricing shall be mutually exclusive; thus the City of
Denton reserves the right to choose the best valued item from different vendors.
C. QUALITY CONTROL
The manufacturer shall be responsible for the quality control of the manufacturing processes to
assure that all requirements of these specifications are met. However, the City reserves the right
to observe, to inspect and to require additional quality control investigations, either by its personnel
or an independently employed quality control investigator, at any or all stages of fabrication at the
manufacturer’s facilities. Failure to adequately maintain fabrication and quality of fabrication until
completion shall be grounds for cancellation of the order or any part thereof.
Field failure or field repairs required due to quality control failures or manufacturing procedures
shall be the responsibility of the manufacturer.
D. WRITTEN WARRANTY and GUARANTEES
Written guarantees shall include any limitations as to the nature of failure or time limitations. The
guarantee shall begin upon receipt of the accepted units, not on the date of manufacture.
Guarantees shall indicate whether or not it is made on a full replacement basis or a prorated basis
and if prorated then what are the terms. Manufacturer/supplier guarantees that the goods furnished
under this specification are of high quality and agrees to replace any goods found to be defective
during inspection, installation, or service for a minimum period of 12 months after unit is delivered
to Denton. All replacements by the manufacturer/supplier shall be free of charge F.O.B. at the
same delivery point called for in the original order. Replacements must be handled in a
professional and timely manner and in no case shall a replacement unit take longer than 60 days
to arrive in Denton after first being submitted for replacement.
Respondent guarantees that all products quoted and furnished under this agreement will be
accepted at any normally used United States approved repair and warranty shop should one be
available for the manufacturer’s product quoted. The City of Denton will not accept a
manufacturer’s product that was rejected or substandard and then sold to a broker for either resale
or scrap that would not be fully warranted by the original manufacturer.

The respondent must be an approved distributor by the manufacturer of these products, and is
authorized to sell the products to the City of Denton. The respondent also guarantees that the City
will be represented by the Manufacturer, should an issue arise, and that all manufacturer’s
warranties will be in effect for the life of the contract.
E. ACCEPTABLE MANUFACTURERS
The City will review and accept submissions from all manufacturers, this determination will
be made based off of Technical Specifications.
The City has implemented a pre-approval process for substitution commodities and services. The
commodity approval form can be obtained via email (dustin.rolfe@cityofdenton.com). Supporting
documentation or samples must be submitted for review by Purchasing, Engineering, field crews,
QAG (Quality Assurance Group), and the manager of DME. Testing may be required and may
take substantial time to review. Vendors are encouraged to submit forms and samples for
consideration on the next solicitation for similar items.
F. LEAD TIME / SPECIAL DELIVERY INSTRUCTIONS
The supplier shall furnish lead time with proposal. Lead time/delivery is part of the evaluation
criteria, and respondents must provide accurate delivery schedules. The City of Denton
understands that manufacturing and market conditions change. In order for the City to be able to
order and replenish at the right time, through the life of the contract, original delivery schedules
shall not be increased by more than 20%.
TECHNICAL SPECIFICATIONS
The low profile above ground electric secondary pedestals shall meet or exceed the latest
applicable ASTM D-756; ASTM D-570; ASTM D-822 Section 6.2 Procedure A; ASTM D-543;
ANSI C119.4 Class “A” connectors. The manufacturer is responsible for proof of compliance
with the latest version of the ASTM standards.
MATERIAL
The pedestals shall be made from a high quality non-conductive and non-corrosive polyethylene
material that employs UV inhibitors.
CONSTRUCTION
The pedestals shall be rotationally molded from prime linear low-density polyethylene. The
pedestal bases shall be ribbed to enhance in-ground stability.
COLOR
The pedestal color shall be a UV stabilized environmental dark green hue that will visually blend
in well with landscaped areas.

BASE
The pedestals shall have a tapered base that is a minimum of 8” wider than the lid width. The
assumed ground-line shall be clearly indicated on at least two sides of the base.
HARDWARE
The pedestal hardware shall be stainless steel for protection from rust.
CONNECTORS
The pedestals shall be provided with pre-installed six-port connectors, which shall include a clear
dielectric PVC or Lexan cover with Danger stickers and tie straps. Each port of the connector
shall have 5/16” hex socket set-screws and shall include oxide inhibitor in all port holes. The
connectors shall be mounted inside the pedestal on the back and on each side of the pedestal
base.
Each of the three connectors in the single-phase pedestals shall be able to accept 10 AWG thru
350MCM conductors.
Each of the four connectors in the three-phase pedestals shall be able to accept 10 AWG thru
500MCM conductors.
LABELING
The pedestals shall be clearly identified as ELECTRIC.
Molded labeling (mold-in color graphics) shall be included on both the front and the back
exterior of the pedestal lids and shall include the following information:
Label 1: WARNING – Underground power cables are located in the area. Before digging
call 1-800-DIG-TESS to have cables located.
Label 2: WARNING - Energized Electrical Equipment inside. KEEP OUT! May shock,
burn, or cause death. If open, unlocked, or damaged, call Denton Municipal Electric 940-
349-8400.
The mold-in color graphics shall be no less than 3” by 4” size, text shall be clearly legible, and
they shall conform to ANSI Z535.4 requirements and appropriate ISO 3864 graphic symbols for
electrical hazards.
SAFETY FEATURES
The pedestals shall be vandal resistant and tamperproof. Captive stainless steel penta-head
locking hardware shall be provided as well as a means to padlock the top onto the base.
ENVIRONMENT
The pedestals must be inert to the environment. They must not be affected by asphalt, road salts,
fertilizers, mineral oil, motor oil, other common chemicals, weather, water, sunlight, or other
reasonable service conditions to which they may be exposed.
OTHER FEATURES
The single-phase pedestals shall have a below-grade temporary power service window or door
that may only be opened and locked closed from inside the pedestal.
