RFP 8101 – Gas Well Inspection Services
Scope of Work
The City is seeking a professional service agreement (PSA) to provide gas well inspection
services on an as needed basis.
I. INTRODUCTION:
The City of Denton (City), a home-rule city of the State of Texas, is requesting to select a
provider with demonstrated experience in providing professional services for gas well
inspection services. The awarded provider shall have the ability to accomplish all aspects of
the requested services. The responses shall be submitted to the City of Denton in a sealed
submission.
There are currently 273 active gas wells within the City of Denton city limits which are
located on 139 padsites (note: 3 pad sites are central tank batteries with no gas wells). Each
padsite is assigned an inspection priority based on distance from the closest sensitive use,
such as a residence, school, church, or park. The distribution of padsites across the three
priority levels, high, moderate, and low, and the inspection frequency of each are as follows:

The above tables represent current conditions and is subject to change based on new
development or a change in gas well activity. Current conditions should be used for proposal
responses. Attachment C – Gas Well Listing and Attachment D - Padsite listing with
Equipment contains details on the number of wells per padsite as well as associated
ancillary equipment. The City reserves the right to change well priority at any time and as
such the unit prices quoted per inspection priority shall apply regardless of quantity.
II. EXPECTATIONS DURING AND AFTER CONCLUSION OF RFP AWARD:
The City wants to work with the successful provider for seamless start-to-finish project
completion. Request for Proposal (RFP) submissions and subsequent documentation will
comply with all Federal, State, County and City laws, regulations, and licensing. The
successful provider will provide a competent and experienced contract administration liaison
to work with the City. Deliverables and specific project scopes are detailed in Section VI.
To award the inspection sets, it is the intent of the City to issue a Task Order that defines
the pad sites to be inspected and deliverable requirements.
III. RESPONSIBILITIES:
a. PROVIDER:
The successful provider shall perform all necessary actions as defined by each awarded
Task Order that results from this RFP. Provider shall maintain necessary staff and
equipment to successfully and timely complete the assigned work. Provider’s

responsibilities, project scopes, schedules and budgets will be outlined in Purchase Orders.
Provider will be required to contact each operator prior to any inspections to confirm site
details and site access.
b. CITY:
Similar to the Provider’s responsibilities above, the City shall perform all necessary actions
as defined by each Task Order as a result of this RFP. The City will identify a primary point
of contact for work as well as provide current listing of gas well operators that includes active
pad sites and wells.
IV. PRICING:
The City will select a provider based on demonstrated competence and qualifications to
perform the services described in this RFP. The professional fees under this contract may
not exceed any maximum provided by law.
Compensation will be based on the Schedule of Fees. Pad site inspection costs shall be
include all staff and equipment charges to: (1) coordinate with operators prior to inspection;
(2) physically inspect each padsite per City of Denton protocol; (3) equipment costs
necessary to complete the inspections per City of Denton protocol; (4) provide timely
updates to the City following an inspection; (5) prepare and submit individual padsite reports
per City of Denton protocol; and (6) prepare and submit annual summary report for
inspections performed. Upon completion of the work, the Professional will provide electronic
files, plots, maps, exhibits, field notes, and/or other materials as requested by the City.
Payment will be made upon receipt and acceptance of deliverables as negotiated.
Accepted negotiated prices must remain firm for the entire contract period, including any
periods of extension or renewal. At the time of any renewal or extension of the contract, the
city or the provider may request a price adjustment based upon the economy. All requests
for a price adjustment must include detailed documentation and rationale to support the
requested adjustment. The party to whom a request for price adjustment is made may, in its
sole discretion, accept or reject the request. Any price adjustment must be mutually agreed
upon in writing by the parties and shall be effective for the applicable renewal term.
V. QUALIFICATIONS:
Interested providers must submit a summary of the Provider’s qualifications as outlined in
this section and throughout the scope of work.
Minimum of three (3) years of experience in Gas Well Inspection services for a
governmental entity on local, state or federally funded projects.
A maximum of three (3) page narrative as to the Provider’s interest, particular
abilities and qualifications related to this this RFP. One (1) additional page may be
included to provide project summaries for Gas Well Inspection services.
Prior project descriptions shall include: Project Name, Owner Name, Project Owner
Contact Name, Phone Number, and email address; Contract Time and Actual
Completion Time, Original Contract Cost and Final Contract Cost, and Detailed
Project Description.
The Provider’s office location where the majority of the work on the contract will be
performed and the approximate number of employees in that office.

Organizational Chart for the work and personnel summary table reflecting names, job
titles, years of experience, and years with provider.
Resumes of key personnel to be assigned to this project. Resumes shall be limited to
a maximum of one (1) page and shall detail relevant project specific experience and
not just general job duties.
Resumes shall include: Name and Job Title, Role and Responsibility, Total number
of years of experience and total number of years with current Provider, Licenses and
Certifications, and Relevant Experience specifically within the last 3 years. Identify
projects were completed with current Provider or previous Provider.
List of subcontractor(s) expected to be used including their name, address, phone
number, email, proposed tasks, and applicable license.
Certification of Provider’s Legal & Compliance History.
Provide an example report for an individual Gas Well / Padsite Inspection.
Additionally, prefer to see an example of a summary report for multiple Padsites.
Completion of additional documents provided:
o Attachment B: Equipment Listing
o Attachment E: Provider’s Legal & Compliance History
Submittal shall follow the order shown in Attachment A.
VI. SCOPE OF WORK
Qualifications are being accepted by the City of Denton for the provision of professional
services for gas well inspections services on a scheduled and as-needed basis. A qualified
Provider will be contracted to the City of Denton to perform Gas Well Inspection services.
Gas Well Inspection Process:
1. Contact each operator prior to inspection to gain and/or verify:
a. Site access and field tagging permission.
b. The number and type of equipment located on each pad site.
2. Provide the City of Denton with the inspection schedule two weeks before the scheduled
dates.
3. Perform the inspection at each scheduled padsite.
4. Within 1-business day of inspection, provide the City of Denton a list of all findings per
padsite by email. The findings must specify:
a. Operator
b. Pad site by name and number
c. The individual piece of equipment and the issue identified for each
5. Create draft inspection reports that detail site observations as well as a discussion on
findings that have been corrected and which remain outstanding. Provide draft report to the
City for review and comment within 3 weeks of inspection date.
6. Submit final inspection reports in PDF format (that is OCR text) to the City of Denton prior
to invoicing for services. Note: All final inspection reports will be posted online on the City’s
Gas Well Locator Map.

Gas Well Padsite Inspection Report:
A complete padsite inspection report shall include:
1. Padsite information including TRAKiT ID, API Number, operator, location, and well priority.
2. Field inspection results per City of Denton ordinance.
3. Inspection day weather conditions (i.e., wind speed, wind direction, relative humidity)
4. Description of calibration practices for equipment.
5. Near equipment inspection results (OGI and NORM).
6. Action items (e.g., leaks identified).
7. Copy of the field inspection checklist per City of Denton code requirements.
8. Data from near equipment and fenceline (as applicable) results presented in easy-to-
understand format (e.g., table or graph).
9. When laboratory analysis is performed, include a completed COC, documentation of pre-
and post-pump flow calibration (as applicable), and laboratory report.
10. Photographs documenting the inspection including any issues identified. Each leak should
be documented with a OGI image and standard photograph.
11. Site diagram that includes wells, tanks, ancillary equipment, and other pertinent
information.
12. When sound measurements are collected the vendor should also calculate the A-weighted
Leq criteria consistent with the Federal Interagency Committee on Urban Noise (FICUN)
“Guidelines for Considering Noise in Land-Use Planning and Control” maximum level for
“acceptable” uses. In addition to direct screening of the sound level, the pure tone levels
shall be calculated consistent with ordinance requirements. Graphs shall be included to
reflect the calculations.

Post Production Inspection (PPI) and Report:
If a padsite has all wells plugged, then the vendor should inspect the padsite as follows:
Perform site inspection per City of Denton code requirements.
Utilizing the most recent site diagram, create a 10’ x 10’ grid for all areas of the padsite that
historically contained production infrastructure. The 10’ x 10’ grid shall extend approximately
10 feet beyond the former production infrastructure footprint when possible.
Each 10’ x 10’ grid shall be assessed as follows:
o Observe the areas for any visible signs of leaks or odors;
o Screen at least one point in the grid for Methane using a Multi-Gas Detector with a 1
ppmv detection limit;
o Screen at least one point in the grid for Volatile Organic Compounds (VOC) using a
Photoionization Detector (PID) with a 1 ppbv detection limit.
o Screen at least one point in the grid for radiation using a meter consistent with 16 TAC
4.605(d) and 25 TAC 289.259(e).
o All screening measurements shall be within 2 inches of ground surface.
o Observe entire padsite with OGI camera to assess for any subsurface leaks.
Prepare a report summarizing the inspection including a diagram that reflects the prior site
equipment locations as well as the grid locations.
Report shall be submitted to the City within 2 weeks of the inspection date.
Annual Gas Well Inspection Summary Report:
A final annual summary report shall be submitted to the City of Denton by December 31st of
each year. The annual summary report shall include:
Clear listing of operators, padsites, & wells inspected (City of Denton interactive map based
on Well information not padsite).
Summary of types of issues identified during the inspections (e.g., leaks, NORM, corrosion,
produced water leaks, fencing, landscaping).
Summary of any inspection issues that were corrected and any that are outstanding.
Summary of fenceline monitoring.
Conclusions and Recommendations.
Figure depicting the inspections with clarity on high, moderate, and low priority as well as
operator.

VII. SELECTION CRITERIA:
The City will select the most highly qualified Provider responding to the request, based upon
demonstrated competence and the submission. The Proposals will be evaluated by qualitative
measures and will be weighted as follows:

PROVIDER’S LEGAL AND COMPLIANCE HISTORY
Provider's legal and compliance history is a critical component of this Request for Qualifications.
Read this section with care and respond accordingly. Failure of the Provider to provide all the
information requested and to certify the report, will result in the Provider's submittal being declared
non-responsive.
Provider shall attach a written report of legal action brought against Provider, Provider's officers,
Provider's employees, AND Provider's proposed subcontractors relating to the protection of the
environment. The terms “legal action” and “relating to the protection of the environment” are
defined below.
The report shall include all legal action brought within five (5) years of the closing date of this
Request for Qualifications. The report shall detail the substance, status, and outcome of such
legal action. This includes without limitation the names of the agency and/or persons bringing the
action, all relevant dates, and all fines, judgments, and/or settlements. Include the following
information for each case at a minimum:

“LEGAL ACTION” means: ANY enforcement action by the United States Environmental Protection

predecessor agency the Texas Department of Health), and any other state agency, commission or

records keeping, permitting, licensing, treatment, disposal, emission, discharge, spill, release, or
threatened release of hazardous materials, hazardous substances, hazardous wastes, toxic
substances, petroleum, industrial waste, solid waste, pollutants or contaminants into or onto the
air, surface water, drinking water, groundwater, stormwater, publicly owned treatment works,
and/or land.
