VEHICLE REPAIR SERVICES –FORD AND DODGE
SCOPE OF WORK
A. PURPOSE
This scope of work intends to provide interested vendors with sufficient information to
enable them to prepare and submit proposals for consideration by the City of Denton
(“City”) to furnish all labor, parts and materials, and equipment for Ford Model and
Dodge Model City vehicles. A list of current vehicle types used by the City is attached in
Exhibit A.
All work shall be provided professionally by manufacturer‐certified technicians per the
vehicle manufacturer’s recommended service levels. In addition, the awarded
contractor shall comply with all applicable laws, regulations and policies including, but
not limited to all Federal, State, and Local safety rules and regulations.
B. SERVICES AND REPAIRS
The scope of services is to include but not limited to the following:
1. Ford vehicles – general repairs, general maintenance, diagnostics, wheel alignments,
and body shop repairs.
2. Dodge vehicles – general repairs, general maintenance, diagnostics, wheel
alignments, and body shop repairs.
3. The Fleet Service department will coordinate all transportation to the appropriate
service center.
4. Provide all Labor, parts, equipment, materials, tools, supervision, and transportation
required to perform the specified repairs according to the manufacturer's
recommended repair techniques and standards.
5. Perform all repair services on the Contractor’s premises.
6. Diagnose the vehicle/equipment for repair and provide a written estimate to the
requesting authorized City representative within two (2) working days after taking
possession of the vehicle/equipment, or at a time mutually agreed to between the
Contractor and authorized City representative. The written cost estimate shall
include:
The vehicle or equipment identification number (license plate, VIN, or unit
number)
Description of the cause of failure
Description of the correction or repair needed to fix the failure
The estimated labor hours and projected cost based on labor rate offered
Description of the parts needed to make the repair and associated cost
The total cost to complete the repair services

The expected amount of time needed for the Contractor to complete the
repair
7. Not proceed with repairs until after receiving written authorization (e.g. email) and a
PO from an authorized City representative based on the written estimate provided
by the Contractor. The Contractor shall not proceed with repairs based on verbal
authorizations and assumes all liability and responsibility for repairs performed
based on such verbal authorizations.
8. Notify the requestion authorized City representative of any hidden damage
discovered that increases the original estimate provided to the City. The Contractor
shall submit a new estimate that identifies any additional cost, material, and time
added based on the hidden damage to the requesting authorized City representative
for written approval and an updated delivery order before proceeding with the
repairs.
9. Understand that the City may inspect and/or test the vehicle/equipment within two
(2) working days of receipt of the repaired vehicle to ensure the repair was
completed in a satisfactory manner
If the City detects deficiencies in the repair, the City will reject the receipt of
the vehicle/equipment and the Contractor shall correct the deficiencies in
the repair at its own expense, which shall include picking up and returning
the vehicle/equipment if applicable.
The Contractor shall arrange for pickup of the vehicle/equipment within one
(1) working day of notification, complete the corrective repair, and return
the vehicle/equipment within two (2) working days of the notification by the
requestion authorized City representative, or at a time mutually agreed to
between the Contractor and authorized City representative.
The City reserves the right to conduct any tests or inspections deemed
necessary to confirm the repairs and parts conform to the vehicle/equipment
manufacturer's specifications. The inspections completed by the City will not
relieve the Contractor of its obligation to ensure all repairs, articles,
materials, and parts are consistent with the vehicle/equipment
manufacturer’s specifications and are fit for their intended use.
10. Provide any parts removed in the repair of the vehicle/equipment for verification
purposes upon request by an authorized City representative
11. Seek approval from an authorized City representative in writing (e.g. email) to use
non‐OEM, rebuilt, or remanufactured parts, if the new OEM parts are not available.
The non‐OEM parts shall meet or exceed the manufacturer’s specification for the
original OEM parts.

12. Provide a minimum of a 12‐month warranty or the standard period as provided by
the manufacturer, whichever is for the greatest length of time, for the defects in
material and workmanship.
13. Guarantee that the parts provided shall not void any existing manufacturer's
warranty for the City vehicles/equipment.
C. PROJECT CONTROLS
1. Work Hours
Normally scheduled day hours are paid by the hour. The hourly rate shall include all
items of cost, equipment usage, overhead, and profit. Billable hours are for work
time on the job only.
2. Weekend Hours
Extra time beyond normal work hours is needed to finish tasks in progress. Paid for
by the hour. The hourly rate shall include all items of cost, equipment usage,
overhead, and profit. Billable hours are for work time on the job only.
3. Holiday Hours
Extra time beyond normal work hours is needed to finish tasks in progress. Paid for
by the hour. The hourly rate shall include all items of cost, equipment usage,
overhead, and profit. Billable hours are for work time on the job only.

If a holiday falls on Saturday, it will be observed on the preceding Friday. If a holiday
falls on Sunday, it will be observed on the following Monday. Holiday hours are

in progress. Paid by the hour. The hourly rate shall include all items of cost,
equipment usage, overhead, and profit. Billable hours are for work time on the job

D. PROJECT ESTIMATES
1. The contractor shall provide written estimates on all service repair projects before
beginning work. The estimate shall include the estimated number of hours needed
for the repair, contracted hourly rate, number of employees required, an estimate of
parts and materials, and estimated project completion time in days.
2. The contractor shall respond to requests for estimates for non‐emergency work
within two (2) days. It is the contractor’s responsibility to ensure they have all
information to prepare accurate estimates.
3. Non‐emergency service and repairs shall only be performed with the City’s Fleet
Service department’s written authorization by the issuance of a Purchase Order
(PO). Actual work shall not exceed the Contractor’s estimate without prior written
authorization by the City.
E. WORK IN PROGRESS
1. The contractor will meet with selected representatives regularly or as determined
necessary by the Fleet Services department to review progress and provide
necessary guidance in solving problems that may arise.
2. The contractor will provide a brief written summary of the work accomplished, and
work to be accomplished including real or anticipated problems for resolution.
F. INVOICING
1. Invoices will be required for verification of services rendered.
2. The contractor’s invoice shall clearly state actual hours worked at the labor rate
quoted, the actual cost of parts and materials plus a percentage of markup/ discount
as stated in the contract agreement, and a complete description of the work
performed.
3. The contractor shall not subcontract any portion of the service and repairs without
prior written approval by the City.
4. The cost of parts and materials will be invoiced at the cost of materials and parts
multiplied by the contracted markup.
5. Equipment rental needed to complete a repair or service will be invoiced at the cost
of the rental multiplied by the contracted markup.

G. EMPLOYEES
1. The contractor shall complete background checks and maintain an active policy on
drugs and alcohol in the workplace that supports a drug‐free environment and be
prepared to submit such policy to the City upon request.
2. The contractor shall follow all the most current EEOC guidelines regarding the
process for performing criminal background checks.
H. MINIMUM QUALIFICATIONS
1. The contractor has been in business for at least 5 years.
2. The contractor is licensed to do business in the State of Texas. Verification will be
performed with the Texas Secretary of State.
3. The contractor has a minimum of 5 years doing business with a government agency
the size of the city or larger.
4. All technicians working on city vehicles must have and maintain ASE Auto Mechanic
Certification
5. All technicians working on Ford model vehicles must have and maintain Ford
Certified Mechanic Training
6. All technicians working on Dodge model vehicles must have and maintain Dodge
Certified Mechanic Training
7. The contractor must have and maintain Garage Keeper Liability
8. Be a manufacturer‐authorized parts dealer/reseller for the specified
vehicles/equipment.
9. Maintain a storage area that is reasonably secure from vandalism or theft for all City
vehicles and equipment in the Contractor’s possession.
10. Have a minimum of six (6) service technicians, fully qualified to work on the
specified vehicles and equipment. At least three (3) of these technicians shall be
qualified to work on diesel engines. The Contractor shall submit proof of technician
experience, certifications, and training within five (5) working days of request by the
City.
11. Comply with all federal, State, and local codes, rules, and regulations concerning
safety requirements.

1. To provide safety controls for the protection of the life and health of employees and
other persons, for prevention of damage to property, materials, supplies, and
equipment, and for the avoidance of work interruptions in the performance of this
Contract, the Contractor all work shall be done safely and comply with all governing
regulations concerning safety. This shall include, but is not limited to OSHA, etc.
2. The contract shall be responsible for all damages to persons or property that occur
because of the contractor’s fault or negligence.
3. The contractor shall take proper safety and health precautions to protect the work,
the workers, the public, and the property of others.
J. WARRANTY OF WORK
1. Except as otherwise expressly provided in the contract, the contractor shall remedy
at his/her own expense any failure of the work for one year, or the period of
manufacturer warranty, whichever period is longer, including any defect in
materials, parts, or workmanship. Fleet Services is to promptly notify the contractor
of any such defects upon discovery.
2. All manufacturers’ warranties and guarantees, expressed or implied, respecting any
part of the work and any materials and/or parts used therein shall be deemed
obtained and shall be enforced by the contractor as the agent and for the benefit of
the Authority without the necessity of separate transfer or assignment. The
contractor shall require manufacturers to execute such warranties and guarantees in
writing to the Fleet Services department.
