TECHNICAL SPECIFICATION
for Purchase of
High Strength Transmission Conductor
I. Purpose
The purpose of this specification is to provide the information necessary to allow prospective suppliers
to prepare proposals to furnish new electric utility high strength transmission conductor (Cumberland
& Suwannee) for Denton Municipal Electric approved Capital Projects. The conductor is to be priced
FOB to the DME pole yard, 1701C Spencer Road, in Denton, Texas or to other substation sites in or
DME will provide labor and equipment, directly or through a contractor, for unloading at the delivery
locations.
II. Service Conditions
A. Site Location: All conductor will be for service in and around Denton, Texas. Reels will be delivered
to a staging area. The owner reserves the right to change the delivery location up to the time of
arrival. Because DME’s service territory is within a limited geographic area, in and around the City
of Denton, no allowance will be made for changes in delivery location(s) within the DME area.
B. Service Elevation: Approximately 640 feet above sea level.
C. Temperature: -20o F to +120o F.
D. Available Fault Currents: 26,000 amps RMS symmetrical.
E. Other Considerations: Moderately humid climate with 10 to 40 inches of rain per year; wind up
to 90 mph; occasional winter ice storms; thunderstorms with severe lightning and some hail
occurring in all months of the year with the greatest frequency during the warmer months.
III. Technical Terms and Conditions
A. Definitions: The terms “owner”, “utility”, “purchaser”, “Denton Municipal Electric”, “DME”,
or “City of Denton” as used herein shall designate the City of Denton, Texas dba Denton
Municipal Electric. The terms “vendor”, “supplier”, “seller”, “distributor”, “representative”, or
“manufacturer” shall designate anyone submitting a proposal; and, subsequently, anyone to whom
the contract is awarded. The term “engineer” shall be understood to refer to Denton Municipal
Electric or its designated representative, hereafter referred to as DME.
B. Delivery Schedule: The supplier shall indicate on the Proposal the proposed schedule in weeks
after receipt of order (ARO) estimated lead time. The lead-time for delivery will be a
consideration in evaluating this proposal.
C. Shipment and Delivery: Conductor purchased under this agreement shall be shipped by open
flatbed truck to the delivery locations specified by DME. Rail shipments will not be accepted.
All shipments shall be FOB to the destinations in Denton, Texas with freight prepaid and allowed
as a part of the proposal price.
1. Unloading: DME, or its contractor, will unload reels at the respective delivery sites. The
supplier shall be responsible for all remedies for damage caused to the material during
shipment.
2. Delivery locations: The owner has to establish staging areas where the reels can be stored.
Delivery location will be specified prior to shipping. The owner reserves the right to change

the delivery location(s) up to the time of arrival. Because DME’s service territory is within a
limited geographic area in and around the City of Denton, no allowance will be made for
change of delivery location.
3. Shipping Documents: The preliminary name and telephone number of the owner’s
representative for material receipts will be confirmed after the order is placed. This
information will be updated near the time shipments are scheduled. The manufacturer shall
furnish copies of packing slips to the owner (by email) showing the purchase order number,
date shipped, forecast delivery date and time, and content of each shipment.
4. Delivery Notices: Because of the size of the reels, coordination will be necessary to
insure that equipment and personnel are available for unloading. The manufacturer shall
provide notices 10 days, and again 3 days prior to the shipping dates. The manufacturer shall
also provide notice to the owner on the actual shipping date. Manufacturer or truck drivers
shall provide notice at least 24 hours prior to any expected delivery. The planned

notices prior to shipments shall include information that provides quantity of reels being
delivered and the specific weights of all pieces in order to insure appropriate unloading
equipment is available. Any delays that result from failure of the manufacturer or driver to
provide the required advance notices will be the responsibility of the supplier.
5. Delivery will be accepted only between the hours of 8:30 am and 2:00 pm, Monday
through Friday, excluding holidays. The base proposal shall include the cost for the delivery
truck to wait until DME unloads the reels.
6. Damaged or defective material: Freight that is obviously damaged on arrival will be refused.
Any necessary action regarding replacement of materials for unacceptable condition shall be
the responsibility of the supplier, including concealed freight damage. The supplier shall be
fully responsible for all action necessary for repair or replacement of such damage in a timely
manner.
IV. Technical Requirements
A. Item 1 – High Strength 1926.9kcmil ACSS/TW “Cumberland” aluminum conductor: Aluminum
conductors, steel supported, trapezoidal shaped aluminum stranded bare ACSS/TW conductor must
mee the following ASTM specifications:
1. B500 Metallic Coated Stranded Steel Core for Aluminum Conductors, Steel Reinforced.
2. B609 Aluminum 1350 Round Wire, Annealed and Intermediate Tempers, for Electrical
Purposes.
3. B802 Zinc-5% Aluminum-Mischmetal Alloy-Coated Steel Core Wire for Aluminum
Conductors, Steel Reinforced.
4. B803 High-Strength Zinc-5% Aluminum-Mischmetal Alloy-Coated Steel Core Wire for
Aluminum and Aluminum-Alloy Conductors, Steel Reinforced.
5. B857 Shaped Wire Compact Concentric-Lay-Stranded Aluminum Conductors, Coated-
Steel Supported (ACSS/TW).
B. Item 2 – High Strength 959.6kcmil ACSS/TW “Suwannee” aluminum conductor: Aluminum
conductors, steel supported, trapezoidal shaped aluminum stranded bare ACSS/TW conductor must
mee the following ASTM specifications:

Purposes.
3. B802 Zinc-5% Aluminum-Mischmetal Alloy-Coated Steel Core Wire for Aluminum
Conductors, Steel Reinforced.
4. B803 High-Strength Zinc-5% Aluminum-Mischmetal Alloy-Coated Steel Core Wire
for Aluminum and Aluminum-Alloy Conductors, Steel Reinforced.
5. B857 Shaped Wire Compact Concentric-Lay-Stranded Aluminum Conductors, Coated-
Steel Supported (ACSS/TW).
C. Construction:
ACSS/TW is a composite concentric-lay-stranded conductor. Steel strands form the central core
of the conductor with one or more layers of 63% minimum average conductivity aluminum
1350-0 wire stranded around it. The steel core carries most or all the mechanical load of the
conductor due to the "0" (fully annealed or soft) temper aluminum. Steel core wires are
protected from corrosion by Galfan® , zinc-5% aluminum-mischmetal alloy coating. High
strength steel core, aluminized, and aluminum clad steel core is also available. Galvanized steel
core wires will not be accepted.
D. Reel Information:
The basic price for wire products shall reflect delivery on standard, non-returnable reels appropriate
for the product being supplied. Reels shall be sized appropriately in all aspects for the types and
lengths of wire being delivered. The proposals shall state the standard size reel and the expected
length for each size of wire.
The proposer may recommend reel sizes and conductor lengths to order to achieve the best pricing.
The reels shall have protection applied appropriate for the product being delivered to insure its arrival
in serviceable condition. The proposal shall state the protection that is proposed for reels of each
type of product. The owner reserves the right to specify the reel covering. Reels shall be shipped
and stored upright to reduce conductor damage and facilitate unloading at ground level.
Alternate pricing shall be provided for steel returnable reels. The maximum size of steel reel to be
provided shall have a 96” flange.
The following information for identification shall be provided on a weather resistant label attached
securely to each reel.
1. Name of manufacturer and reel number
2. Description of conductor
3. Footage
4. Gross, tare, and net weight of conductor and reel weight
5. Production order number
6. City of Denton purchase order number
7. Date of manufacture
8. A directional arrow on both sides of the reel that shows which way the conductor shall be
unrolled. (Directional arrow shall not signify the direction in which the conductor was rolled).
(DME standard is set up for the conductor to be unrolled off the top of the reel.)
