SPECIFICATIONS
PURPOSE
This scope of work intends to provide interested vendors with sufficient information to enable
them to prepare and submit proposals for consideration by the City of Denton (“City”) to
furnish all labor, parts and materials, and equipment for upfitting vehicles.
The awarded contractor shall comply with all applicable laws, regulations and policies including,
but not limited to all Federal, State, and Local safety rules and regulations.
SECTION A: Police Pursuit Vehicle(PPV)/Special Service Vehicle(SSV)/Silverado Upfitting
The scope of services is to include but not limited to the following (make and model of vehicles
subject to change):
1. Police Upfitting for current year model Chevrolet Tahoe’s PPV/SSV and with standard
factory configuration including but not limited to power windows, power locks, power
steering, automatic transmission, air conditioning, tilt steering wheel, and AM/FM Stereo.
Approximately 15 vehicles per year.
2. Police Upfitting for current year model Ford Interceptors AWD with standard factory
configuration including but not limited to power windows, power locks, power steering,
automatic transmission, air conditioning, tilt steering wheel, and AM/FM Stereo.
Approximately 1 vehicle per year.
3. Police Upfitting for current year model Chevrolet Silverado 1500 Crew Cab SSV with
standard factory configuration including but not limited to power windows, power locks,
power steering, automatic transmission, air conditioning, tilt steering wheel, and AM/FM
Stereo. Approximately 15 vehicles per year.
POLICE VEHICLE INSTALLATION SPECIFICATIONS
1. Type of Wires
All wiring shall be GXL high temperature automotive wire unless noted otherwise. All wires
should be color coded and clearly labeled. A wiring diagram shall provided upon request.
2. Running of Wires
All wiring shall be continuous runs without splices and/or butt connectors unless noted
otherwise.
3. Fusing of Wires
All wiring shall be properly fused and/or Circuit breakers used. Fuses/Circuit Breakers shall
be rated at 125% of amperage draw and mounted as close as possible to the power source.
A 150 amp master reset circuit breaker will be mounted to provide constant power to a
console mounted fuse panel for accessories which require constant power. This fuse panel

will also include a grounding terminal block. An ignition fuse panel shall also be provided for
appropriate ignition sources.
4. Encasing & Routing of Wires
All wiring shall be encased in split wire loom, routed away from heat and sharp objects.
Grommets used where needed and/or required and properly secured. All wire will be neatly
tied and secure. All holes drilled into vehicle will be properly sealed to ensure
weatherproofing. Wire will be out of the way of any equipment that may be adjusted and
not interfere with any moving parts in vehicle. Wherever possible wiring should be routed
along with the vehicle manufacturers’ wire harness. No wiring shall be run on the
floorboard underneath the factory carpeting unless otherwise noted.
5. Power Wires
All power points will be taken directly from Battery Auxiliary Power Point.
6. Ground Wires
All ground wires shall be connected to factory grounding studs/bolts unless noted
otherwise.
7. Mounting of Equipment
All of the equipment mounted shall be out of the Airbag Deployment Zone and easily
accessible by user of equipment. Components shall be installed with quick disconnect
connectors to allow for ease of replacement or repair.
8. Manufacturers Guidelines
All installations shall be performed per manufacturers’ specifications and/or instruction
sheets provided with equipment.

Section B: Graphics
1. Vehicle Graphics
Vehicle graphics will be installed at 804 Texas Street Denton Texas 76209. A location inside the
Fleet shop will be provided and the vehicle will be washed prior to arrival.
2. Miscellaneous Graphics/Wraps
This includes trailers and various items the city may need graphics created and installed.
Please provide catalog with current pricing or online URL to evaluate percent discount and
range of services.
Section C: Truck Bodies
1. Utility and Flatbed upfitting on 3500‐5500 chassis ‐
Bodies offered shall be current year model, white in color, and include a spray in bed liner.
Please specify on pricing sheet where the percent discount is calculated from (catalog,
manufacturer, online). Installation for mounting to chassis provided by the City of Denton and
trip fees will need to be specified on price sheet.

PROCEDURES
PROJECT CONTROLS
1. Work Hours
Normally scheduled day hours are paid by the hour. The hourly rate shall include all
items of cost, equipment usage, overhead, and profit. Billable hours are for work time
on the job only.
2. Weekend Hours
Extra time beyond normal work hours is needed to finish tasks in progress. Paid for by
the hour. The hourly rate shall include all items of cost, equipment usage, overhead, and
profit. Billable hours are for work time on the job only.
3. Holiday Hours
Extra time beyond normal work hours is needed to finish tasks in progress. Paid for by
the hour. The hourly rate shall include all items of cost, equipment usage, overhead, and
profit. Billable hours are for work time on the job only.

If a holiday falls on Saturday, it will be observed on the preceding Friday. If a holiday

TRANSPORTATION
1. All vehicles will be picked up and dropped off at 804 Texas Street Denton Texas 76209.
Transportation will be provided by the awarded vendor. A City of Denton employee will
inspect the work and accept the vehicle at drop off. The only exception is Section B:
Graphics, they will be installed on site.
PROJECT ESTIMATES
1. Before work begins, the contractor will conduct an initial meeting to review the overall
scope, schedule, deliverables, and planning process to implement successful completion
of the work.
2. The contractor shall provide written estimates on all service repair projects before
beginning work. The estimate shall include the estimated number of hours needed for
the repair, contracted hourly rate, number of employees required, an estimate of parts
and materials, and estimated project completion time in days.
3. The contractor shall respond to requests for estimates for non‐emergency work within
two (2) days. It is the contractor’s responsibility to ensure they have all information to
prepare accurate estimates.
4. Non‐emergency service and repairs shall only be performed with the City’s Fleet Service
department’s written authorization by the issuance of a Purchase Order (PO). Actual
work shall not exceed the Contractor’s estimate without prior written authorization by
the City.
WORK IN PROGRESS
1. The contractor will meet with selected representatives regularly or as determined
necessary by the Fleet Services department to review progress and provide necessary
guidance in solving problems that may arise.
2. The contractor will provide a brief written summary of the work accomplished, and
work to be accomplished including real or anticipated problems for resolution.
INVOICING
1. Invoices will be required for verification of services rendered.
2. The contractor’s invoice shall clearly state actual hours worked at the labor rate quoted,
the actual cost of parts and materials plus a percentage of markup as stated in the
contract agreement, and a complete description of the work performed.
3. The contractor shall not subcontract any portion of the service and repairs without prior
written approval by the City.
4. The cost of parts and materials will be invoiced at the cost of materials and parts
multiplied by the contracted markup.

5. Equipment rental needed to complete a repair or service will be invoiced at the cost of
the rental multiplied by the contracted markup.
EMPLOYEES
1. The contractor shall complete background checks and maintain an active policy on drugs
and alcohol in the workplace that supports a drug‐free environment and be prepared to
submit such policy to the City upon request.
2. The contractor shall follow all the most current EEOC guidelines regarding the process
for performing criminal background checks.
MINIMUM QUALIFICATIONS
1. The contractor has been in business for at least 5 years.
2. The contractor is licensed to do business in the State of Texas. Verification will be
performed with the Texas Secretary of State.
3. The contractor has a minimum of 5 years doing business with a government agency the
size of the city or larger.
4. For vehicle upfitting all technicians working on city vehicles must have and maintain an
EVT Law Enforcement L‐1 Law Enforcement Vehicle Installation Certification.
5. The contractor must have and maintain the following insurance requirements:
a. General Liability $1,000,000 minimum
b. Automobile Liability $500,000 minimum
c. Worker’s Compensation Insurance
d. Waiver of Subrogation endorsement on all three policies
For Upfitting and Truck Bodies section will also require the below insurance ‐
e. Garage Liability Insurance including, but not limited to, Premises/Operations,
Automobile, Personal & Advertising Injury, Products/Completed Operations,
Independent Contractors and Contractual Liability with minimum combined
bodily injury (including death) and property damage limits of $1,000,000 other
than Auto‐each accident, $1,000,000
f. Other than Auto‐aggregate, $1,000,000 Auto‐each accident. The policy shall
include:
i. GarageKeepers on a direct primary basis to include
coverage for Comprehensive and Collision for a limit equal
to the Actual Cash Value of the CITY’S vehicle(s) in the CONTRACTOR’S
care, custody or control.
ii. An endorsement to waive subrogation in favor of the City of Denton, its
officers, employees and elected representatives, for bodily injury
(including death) or any other loss.

ACCIDENT PREVENTION
1. To provide safety controls for the protection of the life and health of employees and
other persons, for prevention of damage to property, materials, supplies, and
equipment, and for the avoidance of work interruptions in the performance of this
Contract, the Contractor all work shall be done safely and comply with all governing
regulations concerning safety. This shall include, but is not limited to OSHA, etc.
2. The contract shall be responsible for all damages to persons or property that occur
because of the contractor’s fault or negligence.
3. The contractor shall take proper safety and health precautions to protect the work, the
workers, the public, and the property of others.
WARRANTY OF WORK
1. Except as otherwise expressly provided in the contract, the contractor shall remedy at
his/her own expense any failure of the work for one year, or the period of manufacturer
warranty, whichever period is longer, including any defect in materials, parts, or
workmanship. Fleet Services is to promptly notify the contractor of any such defects
upon discovery.
2. All manufacturers’ warranties and guarantees, expressed or implied, respecting any part
of the work and any materials and/or parts used therein shall be deemed obtained and
shall be enforced by the contractor as the agent and for the benefit of the Authority
without the necessity of separate transfer or assignment. The contractor shall require
manufacturers to execute such warranties and guarantees in writing to the Fleet
Services department.
